Universal and meaningful connectivity (UMC) is defined as the possibility for everyone to enjoy a safe, satisfying, enriching, productive, and affordable online experience.

To accelerate progress towards universal and meaningful connectivity, ITU and the European Commission (EC) joined forces in the context of a €3-million project “Promoting and Measuring Universal and Meaningful Connectivity, “funded by the European Union. The project officially started in May 2023 and is expected to run until 2027.
