                                   Do
            • flexibility – can the solution be customized (which should be kept to a minimum) to fully meet
                their needs? do not write requirements that you know

                     explain why the work is being carried
              out and who it is for

            • assurance – for example, is there a Service Level Agreement (SLA)?
            • integration – will the solution work with their other technology?

                     be clear about the skills or experience
              you require
            • security – does the solution’s security meet their needs?

            4.2.3  Advertise the opportunity

                                   Do
                                                                                  Don’t
            Advertise requirements openly to ensure the widest range of suppliers are aware of the opportunity.
                     advertise opportunities widely, do not restrict or remove any
              including internationally
            Why it's important information unless it is legitimately confidential
                                                              or commercially sensitive
                     make  all  procurement  information

            Public officials and stakeholders should advertise procurement opportunities as widely as possible,
              available, free of charge
            including internationally, so that all eligible suppliers can apply for the work.

                     allow suppliers enough time between
            This will help ensure:
              you advertising the opportunity to bid
              submission
            •  transparency;
            •  equal treatment;

            •  competition.

            What it means

            In most cases public officials and stakeholders should use the “open” procurement process
            described in “Choose an approach”. This means posting the opportunity on their department
            website and using other channels such as online and print media to advertise it.
