Check to see if number of inhabitants is used rather than households.
Check data source.
If based on subscriber data, the ISP and/or telecommunication providers should be
indicated.
Check ITU Statistics to ensure that values are consistent with the country statistics.
DATA VALUES:

This is normally less than Household Internet Access.
Expect lower values in lesser developing regions.
