              Rationale /       Several mega-cities have set-up Wi-Fi hotspots at public venues, thereby providing

                                Such actions empower citizens and promotes the use of e-services without the
                                burden of network costs.

                                Cities should report only those Wi-Fi spots operated by the city (or on behalf of the
                                city) that are free of charge.
