The effectiveness of these tracking applications is still arguable compared to real time tracing and

6 A Smart Public Health Emergency Framework: the role of SSCs

The findings elucidated in the previous section synthesize a unified framework for public health
epidemic management. They involve public health stakeholders, including a leading working
group, a control centre team, data collection organizations (research labs and hospitals) and public
health organizations in other countries and/or WHO, who draft plans, collect and analyse data and
proceed with decision making over several measures. The framework addresses preparedness and
mitigation as short-term phases of the previously summarized disaster-resilience model (Figure 2).
Public health does not deal with policies that support the community’s adaptation to changes, which
are brought on by an epidemic. Adaptation is highly related to the community’s resilience, and in
this regard the community’s preparedness with training, economic and social support measures
