3. Justification for the specific reference:
ITU-T G.9903 makes use of the some new features defined in IEEE 802.15.4-2015 for the hybrid protocol stack (Annex H). IEEE 802.15.4-2015 define the SUN FSK PHY layer and MAC layer (e.g. new frame format with Information Elements) including features not present in IEEE 802.15.4-2006, already referenced by G.9903
