- 规定扩展的解码过程，用于将压缩图像数据转换成重建图像数据；
- 规定扩展的码流语法，包含用于解释压缩图像数据的信息；
- 规定扩展的文件格式；
- 规定一个容器来存储图像元数据；
- 定义一个标准图像元数据集；
- 提供用于将源图像数据转换成压缩图像数据的扩展的编码过程的指南；
- 提供如何在实践中实施这些过程的指导。
