随着电信的开放、信息技术（IT）与通信设备的融合，许多业务可由几家运营商在同一地点通过相同的电缆提供。不同运营商拥有的设备被安装在同一电信设施和信息通信技术（ICT）装置内，且在许多情况下实现了互联互通。因此，可能发生与电磁兼容性（EMC）、电阻率和安全有关的问题。ITU-T K.58建议书描述了从EMC、电阻率和安全角度，在同址ICT设施中确保安全、无故障操作所需的措施。该建议书也给出了确定同址ICT设施中EMC问题责任所在的导则。
