ITU-T K.52建议书旨在帮助电信装置、移动手机或其他靠近头部使用的辐射设备符合人体暴露于电磁场（EMF）的安全限值。它提供了一般性指南、计算方法和装置评估程序。电信装置评估程序基于国际非电离辐射防护委员会（ICNIRP）规定的安全限值，帮助用户根据可及性标准、天线特性和发射功率确定装置合规的可能性。建议使用IEC标准用于移动手机的合规性测量。
