ITU-T L.1383建议书关注不同应用场景下的智慧能源解决方案，促进节能和碳减排。除在信息通信技术领域的应用，例如基站、数据中心和电信中心，智慧能源解决方案已作为ICT的高级更新应用于城市和家庭。城市在世界不同地区扮演着不同的角色。随着智慧能源技术的发展，在温室气候（GHG）减排这一迫切需要的推动下，解决世界各地城市所面临关键问题的可能性越来越大。
本建议书包括城市和家庭中的具体智慧能源应用，例如能源资源和能源管理功能。
