La Recommandation UIT-T D.700 R s'applique aux services Over-The-Top (OTT) dont on peut considérer qu'ils pourraient concurrencer ou remplacer des services de télécommunication et audiovisuels traditionnels comme la téléphonie, le service de messages courts (SMS) et les appels vidéo.
La présente Recommandation vise à fournir des orientations à l'intention des États arabes concernant le développement des OTT dans le monde, en vue de garantir une concurrence équitable, la protection des consommateurs, le dynamisme de l'innovation, la pérennité des investissements et du développement de l'infrastructure, ainsi que l'accessibilité – y compris économique – des services pour la plus grande partie de la population.
