الغرض من هذه التوصية هو توفير مبادئ توجيهية عامة بشأن تقييس وتخطيط واستحداث وتصميم وتوزيع تجهيزات وبرمجيات الاتصالات وما يصاحبها من خدمات اتصالات بجميع أشكالها، وذلك لضمان نفاذ الجميع إليها بأقصى طائفة ممكنة من القدرات المتاحة لهم. وتورد التوصية إرشادات بخصوص تفهم موضوع إمكانية النفاذ والسبل الممكنة لدمج هذه الإمكانية في المنتجات والخدمات. |
