تصف التوصية ITU-T L.1031 نهجاً من ثلاث خطوات لتحقيق هدف خفض المخلفات الإلكترونية المحدد في برنامج التوصيل في 2030. وتتألف هذه الخطوات من تقديم التوجيه بشأن إعداد سجل لجرد المخلفات الإلكترونية والنهج الخاصة بتصميم برامج لمنع توليد المخلفات الإلكترونية وخفضها والتدابير الداعمة اللازمة للنجاح في تحقيق هدف برنامج التوصيل في 2030 الخاص بالمخلفات الإلكترونية.والغرض من هذه التوصية هو أن يستخدمها أصحاب المصلحة المعنيون، مثل السلطات الوطنية المسؤولة عن الاتصالات وتكنولوجيا المعلومات والاتصالات، وسلطات إدارة المخلفات الإلكترونية والمخلفات، ووزارات البيئة، والسلطات والكيانات المحلية المشاركة في إدارة المخلفات الإلكترونية، لاتخاذ خطوتها الأولى في معالجة المقصد 2.3 من برنامج التوصيل في 2030 المتمثل في زيادة المعدل العالمي لإعادة تدوير المخلفات الإلكترونية إلى %30 والمقصد 3.3 المتمثل في رفع النسبة المئوية للبلدان التي لديها تشريعات بشأن المخلفات الإلكترونية إلى %50. |
