يشمل مجال تطبيق التوصية ITU-T D.700 R الخدمات المتاحة بحرية عبر الإنترنت (OTT) التي يمكن اعتبار أن بإمكانها منافسة خدمات الاتصالات والخدمات المسموعة-المرئية التقليدية والحلول مكانها، مثل المهاتفة الصوتية وخدمة الرسائل القصيرة (SMS) والمهاتفات الفيديوية.
تسعى هذه التوصية إلى توفير توجيهات للدول العربية فيما يخص النمو العالمي للخدمات المتاحة بحرية عبر الإنترنت بغية ضمان المنافسة النزيهة وحماية المستهلكين والابتكار الدينامي والاستثمارات المستدامة وتطوير البنى التحتية وقابلية النفاذ إلى الخدمات وميسورية أسعارها بالنسبة إلى أكبر شريحة من السكان.
