تحدد التوصية ITU-T Y.3118 المتطلبات والإطار بشأن حل يتسم بالفعالية والكفاءة لضمان الارتعاش للحركة الدينامية ذات أنماط الدخل العشوائية في شبكات واسعة النطاق بما في ذلك الاتصالات المتنقلة الدولية-2020 وما بعدها. ويتكون الإطار الوارد في هذه التوصية من ختم الوقت ووظائف التخزين الدارئ على حدود الشبكة. وهو قابل للتوسعة ولا يعتمد على تزامن الوقت أو جدولة الفواصل الزمنية.
