تطرح التوصية ITU-T Y.2321 تكنولوجيا إضفاء الطابع الافتراضي في شبكات الجيل التالي (NGN)، خاصة وظائف التحكم. وتصف أيضاً المعمارية الوظيفية والكيانات الوظيفية (FE) والنقاط المرجعية وتدفق المعلومات من أجل دعم إضفاء الطابع الافتراضي على كيانات شبكة التحكم (VCN) من أجل تطور شبكات الجيل التالي. ويلبي تصميم المعمارية المتطلبات المقترحة في التوصية ITU-T Y.2320.
