This Recommendation specifies a framework for network complexity evaluation in future networks including IMT-2020. The network complexity is a key factor for evaluating the efficiency of architecture and network functions for a specific network. The network complexity evaluation is implemented in the processes of verification and operation. The network complexity evaluation framework can provide design principles for improving the network efficiency, and facilitate the design and optimization of architectures and network functions for future networks including IMT-2020.
