Summary: The frequent occurrence of forest fires has become a world-class problem. Countries have invested a lot of money to solve this problem, but there are still these problems, such as: the forest area is vast and cannot be fully monitored. The forest network is not fully covered, and it is impossible to realize the real-time transmission of information. The equipment deployed in the forest cannot be interconnected. The performance of equipment deployed in the forest cannot meet actual requirements. There is no early warning before forest fires occur. When a forest fire occurs, it cannot be extinguished and rescued in time. After a forest fire occurs, it cannot be assessed and checked. With the development of Internet of Things (IoT), Artificial Intelligence (AI), Video Surveillance System (VSS), Unmanned Aircraft System (UAS), Sensors, and Communication Networks, forest firefighting systems have become smarter. Smart forest firefighting systems are usually deployed in forest areas to realize real-time monitoring and early warning before forest fires occur. Predict, locate, evaluate and extinguish fire when a fire occurs. Inspect and damage assessment after a fire. Provide network connection and lighting for forest firefighters to ensure real-time return of information and safety of night operations. This Recommendation introduces the smart forest firefighting system based on IoT and specifies the reference functional model and requirements. UAS flight and control requirements are out of scope of this Recommendation. Regulation and supervision are out of scope of this Recommendation. Any implementation based on this Recommendation should be limited by aligned with regional and national regulations.
