The international capacities that already exist, for example on the submarine cable (ACE) landing station, can be subject to obligations in respect of:
o tariff transparency;
o strict cost-orientation of tariffs;
o and, as appropriate, accounting separation and even functional separation of activities.
It is essential, particularly for the developing countries, to reduce costs along the entire connectivity value chain (international, national and local), in order to reduce Internet connection costs.
