根据ITU-T A.7建议书，ITU-T焦点组是用于推动开展新工作的灵活工具。这种灵活性使各组能够开发多种多样的交付产品。鉴于焦点组的成员大多没有开发技术规范的经验，因此常见的做法是由主管研究组对有用的焦点组交付产品做出修正。

为焦点组的工组制定导则，包括继续与主管研究组进行协调，将有助于推动主管研究组迅速推出可交付的产品。

ITU-T A.7建议书的附件I为指导研究组和焦点组的工作提供了一套导则，以便有效地将焦点组的交付产品去粗取精，形成ITU-T建议书、增补或其它文件的技术规范。
