Mandate

Terms of Reference


Regional group for countries which in collaboration with relevant regional standardization entities (regional organizations, regional standardization bodies, ITU regional office and so forth) will facilitate contributions to the ITU-T SG20 meeting on particular subjects which are points of interest of Eastern Europe, Central Asia and Transcaucasia countries which are member states of RCC/CIS relating to Internet of things (IoT) and its applications, and smart cities and communities (SC&C). This includes studies relating to big data aspects of IoT and SC&C, e‑services and smart services for SC&C.

A. To encourage the active participation of Administrations, regulators and operators of the region in the activities and efforts of ITU-T Study Group 20, as well as in the implementation of ITU-T Recommendations;

B. To act as a forum (in face to face meetings and through online communications) for information-sharing related to SG20 activities among local and regional experts, delegates of Member States;

C. To facilitate meeting the needs for broader inclusion and more active participation of the region’s countries in ITU-T Study Group 20 activities given limited abilities to attend SG20 meetings in Geneva;

D. To encourage participation of the region’s countries in workshops, Rapporteur meetings and other ITU-T SG20 events;

E. To strengthen standard-making capabilities of the region’s countries in accordance with Resolution 44 on “Bridging the Standardization Gap” (Rev. Hammamet, 2016); Resolution 76 on “Studies related to conformance and interoperability testing, assistance to developing countries, and a possible future ITU Mark programme” (Rev. Hammamet, 2016); Resolution 98 on “Enhancing the standardization of Internet of things and smart cities and communities for global development”;

F. To establish training needs on current ITU-T SG20 standardization areas, hot topics and future technologies which are points of interest for operators and regulatory authorities in RCC/CIS and coordinate the organization of technical tutorials in the region on such topics with ITU-T SG20;

G. To reflect the relevant priorities of the study to the ITU-T SG20 mandate – Resolution 2 (Rev. Hammamet, 2016);

H. To draft substantive contributions of the region’s countries both on traditional and emerging areas of interest for ITU-T Study Group 20;

I. To work towards the development of new or revised Recommendations in traditional and emerging areas of interest for ITU-T Study Group 20 that reflect the interests of the region’s countries;

J. To improve liaison and collaboration of the region’s countries with other Regional Groups under ITU-T SG20 on relevant standardization matters;

K. To identify ITU-T Recommendations which are mandatory for region’s countries and there is a need to develop test specifications.
