Liu Chen

Liu Chen, professor, chairman and doctoral supervisor of Nanjing University of Posts and Telecommunications, the 11th CPPCC member of Jiangsu Province. Being a Han nationality, he was born in Nantong, Jiangsu Province in1963. In 1985, he graduated from the department of Radio Technology of Nanjing Institute of Technology (now Southeast University) with a bachelor degree of engineering. In 1988, he graduated from the Circuits, Signals and Systems major of Anhui University with a master degree of engineering. In 2005, he graduated from the signal and information processing major of Southeast University with a doctor degree in engineering. In 1988, he worked as a teacher in Nanjing University of Posts and Telecommunications and promoted to be professor in 2002. Since June 1997, he had been serving as vice director and director of the Academic Department and head of the Institute of Higher Education. He acted as vice president of Nanjing University of Posts and Telecommunications in July 2007. Since July 2012, he has been chairman of Nanjing University of Posts and Telecommunications.

At present, Liu Chen serves as member of the Electrical and Electronic basic course steering committee in the Ministry of Education, deputy director of China Circuits and Systems Association, vice president of Graph Theory and System Optimization Sub-Committee, vice chairman of Institute of Electronics, chairman of Institute of Emergency Communications Committee of Jiangsu Province, secretary general of Jiangsu Higher Education Software Talent Training Teaching Steering Committee, member of Editorial Board of Journal of Electronics Information Technology and Journal of Electronics. He is also the senior member of Chinese Institutes of Electronics and the member of the IEEE and IEICE.

Liu Chen has long been engaged in teaching and research work in the higher education management and the circuit and network theory, communication signals processing theory and technology. Besides, he has been elected as a key member of the outstanding young teacher in Jiangsu higher education. He has also held several national, provincial and ministerial items, like National Natural Science Foundation of China (NSFC). With more than 80 academic papers issued in journals and conferences, such as IEEE and IEICE proceedings, he has won the second place of higher education science research outstanding works and natural science of Ministry of Education. Besides, he has been awarded one first prize of national teaching achievements, one grand prize, three first prizes and two second prizes of Jiangsu teaching achievements. The textbook, Circuit Analysis which was compiled by him has been rated as Jiangsu refined textbook and “Eleventh Five-Year” National Planned Textbook.
