Ramy A. Fathy has a PhD Degree in Electrical Engineering from Ain Shams University (ASU), Cairo, Egypt. Currently Dr. Fathy is Director of Digital Services Policies at the National Telecom Regulatory Authority of Egypt (NTRA). With 10+ years of telecommunication regulatory experience, he contributed in the formulation of ICT, digitization, and next-generation broadband policies and strategies in Egypt. In that context he has been the assigned as the technical lead of the market modeling and investments feasibility assessment done in the early announced Egyptian National Broadband Plan, eMisr 2011; which proposes different strategic directives to meet Egypt's broadband services needs, with projected investments that range from USD 2.4 Billion to USD 3.95 Billion. eMisr has been identified recently by the Global Information Technology Report 2013, compiled by the World Economic Forum; as one of the most comprehensive strategic plans in the World containing extensive supply- and demand-side policies coverage. Dr. Fathy actively serves in the ITU-T Focus Group of Bridging the Gap between Innovations and Standardization (Focus Group Innovation); where he is leading efforts related to standardizing critical innovative technologies that have key role in developing the econometrics of developing countries. Dr Fathy has several peer reviewed publications in highly esteemed international journals and conferences in the fields of spectrum management, Dynamic Spectrum Access (DSA) and cognitive radio. In addition he is the author of one book in electronics.
