Hernández Ramírez Fabián Andrés


Lawyer of the Javeriana University, specialized in Business Law at the Externado University in Colombia. He joined the National Telecommunications Company as Legal Director in 2003; then, he held the position of Legal Manager until 2004, and later was promoted to General Secretary of the Company. In 2012 he was appointed Director of Regulation Affairs.

He has worked as a lawyer at the law firm Duarte García & Abogados, and as a specialized professional in the Superintendencia de Servicios Públicos Domiciliarios. Among his achievements is the legal management of the strategic partner's alliance with Colombia Telecomunicaciones, and his decisive participation in the design and implementation of the liquidation process of the National Telecommunications Company Telecom and its associated companies; along with the creation of Colombia Telecomunicaciones S.A.E.S.P
In addition to retaining its leadership in the Regulatory area, in 2013 he assumed responsibility for the Sustainability agenda, Institutional Relations and Fundación Telefónica, extending the scope of its management to areas of corporate image and social action.

​Abogado de la Universidad Javeriana, especializado en Derecho de Negocios de la Universidad Externado de Colombia. Ingresó a la Empresa Nacional de Telecomunicaciones como Director Jurídico en 2003; luego ocupó el cargo de Gerente Legal, hasta el 2004, y después fue ascendido como Secretario General de la Empresa. En 2012 es designado como Director de Regulación.

Se ha desempeñado como abogado en la firma Duarte García & Abogados y profesional especializado en la Superintendencia de Servicios Públicos Domiciliarios. Dentro de sus logros se destaca la gestión legal de la vinculación del socio estratégico a Colombia Telecomunicaciones y la participación en el diseño e implementación del proceso de liquidación de la Empresa Nacional de Telecomunicaciones Telecom y de sus teleasocaidas; así como en la creación de Colombia Telecomunicaciones S.A E.S.P.

Además de conservar su liderazgo en el área de Regulación, en 2013 asumió la responsabilidad por la agenda de sostenibilidad, Relaciones Institucionales y Fundación Telefónica, ampliando el alcance de su gestión a ámbitos de imagen corporativa y acción social.

Presentation abstract: Cities of the future: Beyond technology

The global urbanization process, with more than half of the world population already living in cities, and the digital revolution, which is leading us to a hyper connected world and a collaborative society, make the concept of Smart City be relevant. However, to build smart and sustainable cities will require more that technology. Currently, there are many challenges to reach, for example public administrations need to define new rules for data economy; citizens need to develop new abilities and technology needs to be integrated and interoperable.
