Caribbean Nodes for Centre of Excellence in the Americas Region (7RLA07004)


The Centre of Excellence Project in the Americas Region, with a total of 15 self-sustaining nodes, has been successfully providing sustainable capacity building solutions for decision-makers and Executive staff of the Telecommunication Sector in the Americas Region.
This document seeks to bring into operation in the Caribbean Region, a network of nodes that consist of potential content providers (universities, technological institutions and training centres, among others) as well as service and technology providers that will offer advanced on-line solutions combined with face-to-face seminars.
The project benefits from the infrastructure and experience of the existing COE-AMS with the final outcome of an integrated Network of Excellence that spans the Americas and Caribbean Region.

Development of Satellite Communications Capacity and Emergency Communications Solutions for the Pacific Islands (7RAS14050)


This project aims to develop low cost, reliable, diverse satellite communications capacity for the socio-economic development of the Pacific Islands region utilizing un-used satellite capacity.


DTTB Frequency Planning & Measurement (9THA14022)


The National Broadcasting and Telecommunications Commission (NBTC) of Thailand has its mandates to put in place policy and regulatory frameworks and ensuring digital broadcasting services in Thailand. The International Telecommunication Union (ITU), pursuant to the outcomes of WTDC-2010, is also mandated to assist member countries and regulators in smooth transition from analogue to digital terrestrial TV broadcasting.

Considering the above and in order for Thailand to smoothly migrate from analogue to digital broadcasting, ITU and NBTC are implementing a project on transition from analogue to digital TV broadcasting in Thailand. Under this project, the following results are expected, among others:

· Revision and finalization of roadmap on the transition from analogue to digital broadcasting;

· Policy and regulatory frameworks for DTTB including spectrum-related and broadcasting service licence-related matters;

· Technical evaluation of a trial/pilot transmission of digital terrestrial TV broadcasting project in Thailand;

Enhanced skills of the Office of NBTC, and other relevant local stakeholders.


Feasibility study of restoring connectivity through the use of the Moveable and Deployable ICT Resource Unit (MDRU) (9PHI14003)


Typhoon Haiyan (Yolanda) the strongest recorded typhoon to make landfall devastated the Visayas region of the Philippines on November 8, 2013. The typhoon devastated much of the telecommunications network in the region for a significant amount of time, which slowed down the process of aid recovery and disaster management by local and national authorities.

In this regard, ITU in cooperation with the Ministry of Internal Affairs and Communications (MIC), Japan will provide a Movable And Deployable ICT Resource Unit (MDRU) in the island of Cebu in the Philippines in order to study feasibility for restoring basic telecommunication infrastructure that was destroyed by typhoon Haiyan.

MIC and DOST agreed to cooperate to conduct the study on the feasibility and deployment of an MDRU solution in Cebu Island and requested ITU to support this activity.

This project therefore is about addressing a need and responding to the Philippine Government’s request for assistance to restore connectivity in one of the worst affected islands by typhoon Haiyan, by using the specific technology employed by MDRU, which is acknowledged by DOST as the preferable technology for responding to the aforementioned need.


Fomento a la integración de las Universidades Argentinas en las actividades de la UIT (9ARG14012)


The main objective of this Project is to Support the Communications Secretariat of the Government of Argentina (SECOM) in its initiative to generate human capabilities with high level of expertise in Information Technology and Communications (ICT) by promoting the participation of its academic institutions and research establishments in the work of the three Sectors of the ITU.

Fortalecimiento del rol de OSIPTEL como Fiscalizador y Supervisor de los servicios de telecomunicaciones (9PER13027)


This Project aims to provide technical support to OSIPTEL-Peru in the review, update and/or improvement of the methodology used in their Supervision and Inspection procedures of certain telecommunications services through (i) an analysis of the current practices adopted by OSIPTEL for such supervision and control; (ii) the identification of international best practices for the execution of those functions; (iii) comparison between the international practices with the ones employed in OSIPTEL and (iv) recommendations on the applicability of such international practices and opportunities for improvement of the supervisory and control functions of OSIPTEL.

Institutional support for the Spectrum Management (9COL04033)


The project has the main objective of supporting the Ministry of Communications of Colombia in modernizing its spectrum management system due to the rapid technological advances occurred in the world. The immediate objectives of the project foresee assistance for the preparation of the Terms of Reference to be used for the acquisition of a solution currently used by the Ministry of Communications. They are also related to human resources training in order to achieve an efficient administration of the spectrum through the use of technological tools in line with international standards and appropriately qualified personnel. Finally, the ITU will organize an international tender for the selection of the best possible provider of a solution deemed appropriate by both the ITU and the Ministry.

Least Developed Countries Infrastructure Protection Program - Project Framework (7GLO13071)


This project aims at defining a framework, identifying possible donor partners, and setting-up the initial activities for the implementation of the Least Developed Country Infrastructure Protection Program (LDCIPP). The present project consists of the preparatory steps to the launch of the LDCIPP. By determining the structure of the former and engaging countries and private actors, this project plays an essential role in the feasibility of the further development of the LDCIPP in the 48 Least Developed Countries (LDCs) identified in Annex C of the Project Document.


Master Plans for Spectrum Management (9RAS14047)


This project aims to assist developing countries in the Asia-Pacific (ASP) region to establish national spectrum management master plans. The activities of the project with respect to each beneficiary country include the assessment of spectrum management scheme (i.e. spectrum policy, spectrum use, authorization, spectrum sharing, spectrum pricing, spectrum monitoring and compliance), and the provision of advice in connection with each beneficiary country’s development of relevant policies, legislations and regulations, based on request and interest of such beneficiary country. This project will also build human capacity and provide guidance during implementation of the master plans where requested by a beneficiary country and agreed to by ITU.


mHealth for NCDs Joint Programme (9GLO13072)


This project is based on the cooperation agreement signed by ITU and the WHO regarding the development and implementation of a Mobile for Health (mHealth) for Non-Communicable Diseases (NCDs) Joint Programme.


National CIRT Establishment - Ghana (9GHA13004)


The main goal of the project is to assist the government of Ghana to establish its national Computer Incident Response Team (CIRT) to serve as a trusted, central coordination point of contact for cybersecurity; aimed at identifying, defending, responding and managing cyber threats.
ITU will assist the government of Ghana in building and deploying the technical capabilities and related trainings necessary to establish its national CIRT. Thus it is expected to lead to development of national cybersecurity capacity while moving forward on enhancing regional and international collaboration.

Natural Disaster Early Warning System - Uganda (7UGA11006)


This pilot project aims at setting up an early warning system in Eastern Uganda, an area which is vulnerable to floods and mudslides. ITU and UCC will jointly finance, design and deploy a public alerting system for authority to citizen information dissemination.

Support for the ITU Asia-Pacific Regional Initiatives (9RAS13045)


The Department of Broadband Communications and the Digital Economy of the Commonwealth of Australia (DBCDE) has contributed CHF 591,000 to the Development Sector (ITU-D) of the International Telecommunication Union (ITU). A Memorandum of Understanding (MoU) and this project document, both signed by DBCDE and the ITU, governs the funding arrangements and activities to be implemented utilizing these funds. In the Asia-Pacific (ASP) Region, the ITU is implementing various activities under the Hyderabad Action Plan (HAP) adopted at the World Telecommunication Development Conference in 2010. Activities include regional events and country specific actions relating to all aspects of telecommunication/ICT development. This project document aims to support and facilitate those planned activities which meet the criteria set out in this document as well as any new initiatives requested by ITU Member State administrations. Key areas of focus include the five Programmes and the Asia-Pacific Regional Initiatives identified in the HAP: Unique ICT Needs of Least Developed Countries (LDCs), Small Island Developing States (SIDS) and Landlocked Developing Countries (LLDCs); Emergency Telecommunications; Digital Broadcasting; Broadband Access and Uptake in Urban and Rural Areas; and Telecommunications/ICT Policy and Regulation in the Asia-Pacific Region.


Support the Implementation of National Telecommunications Agency (ANATEL, Brazil) (9BRA98006)


The Project’s objectives are focused on providing methodological support to ANATEL in its structuring as a regulatory entity.
