The First High-Level Meeting aims to identify best practices to address issues and challenges related to the illicit use of ICTs, and share information on recent activities being undertaken by ITU as well as other entities to build cybersecurity capacity.

This Meeting will serve as a platform to launch a dynamic process based on a multistakeholder approach for mitigating the complexity of risks which could result from illicit use of ICTs.

The 2010 ITU Plenipotentiary Conference agreed to address the growing phenomenon of cyberthreats and through Resolution 174: ITU's role with regard to international public policy issues relating to the risk of illicit use of information and communication technologies.

This Resolution requests the ITU Secretary-General, “in his capacity as facilitator of Action Line C5 on building confidence and security in the use of ICTs, to organize meetings of Member States and relevant ICT stakeholders, including geospatial and information service providers, to discuss alternative approaches to solutions to address and prevent the illicit application of ICTs, while taking into consideration the overall interests of the ICT industry”.
