Summary: This revision proposes solutions to both concerns of a missing bibliography as well as the entity name. The term Cyber Defence Center was at the infancy of this Recommendation and based on industry acceptance. Unfortunately, it had an un-anticipated side effect that more institutional organizations, e.g. an administration, a regional administration, etc. perceive it as too military. The proposal is to introduce a new term as an alternative and not a substitution, to allow both perspectives to designate the same semantic and keep the various stakeholders in their own comfort zone. A new terminology and abbreviation should be introduced and when explicit the term Cyber Defence Center should be substituted by the new terminology. However, it is suggested that there is no intention to change the usage of the term CDC in the text with a pre-amble note aliasing the new acronym.
