Summary: This Recommendation presents the common requirements and capabilities of smart cities and communities (SC&C) from IoT and ICT perspectives. SC&C in general share the goal of achieving urban sustainability without sacrificing on the quality of life (QoL) of their citizens. SC&C strive to create a sustainable living environment for citizens using the Internet of things (IoT), enabled by information communication technologies (ICTs). Currently the framework, infrastructure, integrated sensing and management system, platform, data processing and services and applications of SC&C (smart water management, smart buildings, smart residential community, smart tourism, smart parking lots, amongst many others), are standardizing in ITU-T and relevant SDOs. By collecting the features of smart cities and communities, this Recommendation intends to describe the common requirements and capabilities of SC&C from a technical perspective.
