本建议书定义了通过TTCN-3（测试和测试控制记法第三版）（在ITU-T Z.140建议书中定义）来使用ASN.1（在ITU-T X.680建议书、ITU-T X.681建议书、ITU-T X.682建议书、ITU-T X.683建议书中定义）的方法。
本建议书的内容已从ITU-T Z.140建议书（04/2003）移入这个独立的建议书中。自此，进行了修正和编辑方面的改动，并都已包括在本建议书中。
