ASIA-PACIFIC REGIONAL FORUM ON ICT APPLICATIONS  

The Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) and the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) sucessfully organized the “Asia-Pacific Regional Forum on ICT Applications”, which was hosted by the Ministry of Information and Communication Technology (MICT), Government of Kingdom of Thailand, from 18th to 21st May 2011 in Bangkok, Thailand. This Forum was supported by the Department of Broadband, Communications and the Digital Economy (DBCDE), Australian Government, and the National Broadcasting and Telecommunications Commission of Thailand (NBTC) as well as various partners, especially UN agencies, international organisations, and the industry.

Taking the opportunity of timing of the Forum, ITU, UNESCAP, and the Ministry of Information and Communication Technology of Thailand (MICT) also co-organized a ceremony to celebrate the “World Telecommunications and Information Society Day 2011” with its theme of “Better Life in Rural Communities with ICTs” on 19th May 2011. An Exhibition of ICT applications demonstrated by event partners were organised throughout the Forum. The MICT also organised a site visit programme for interested participants on Saturday 21st May 2011.

The Forum was open to ITU membership, ESCAP membership, and any others dealing with applications of ICTs in various sectors e.g. education, health, agriculture, disaster risk reduction, e-commerce, e-government etc. as well as those from private sector. The Exhibition is open to public.

Keynotes  
Hamadoun Touré, Ph.D.
Secretary-General, International Telecommunication Union (ITU)

Dr Hamadoun Touré was re-elected for second four-year term in October 2010 as the Secretary-General of the ITU. Dr Touré previously served as Director of ITU’s Telecommunication Development Bureau (BDT) from 1998-2006. In this role he placed considerable emphasis on implementing the outcomes of the WSIS.
Noeleen Heyzer, Ph.D.
Under-Secretary-General of the United Nations and Executive Secretary of ESCAP

Dr Noeleen Heyzer is the ninth Executive Secretary of the Economic and Social Commission of Asia and the Pacific (ESCAP). Appointed by the United Nations Secretary-General in August 2007. Dr Heyzer is the first woman to occupy this position since its founding in 1947. She leads the organization at the level of Under-Secretary-General.
Supachai Panitchpakdi, Ph.D.
Secretary-General of the United Nations Conference on Trade and Development (UNCTAD)

Dr Supachai Panitchpakdi began his second four-year term as Secretary-General of UNCTAD on 1 September 2009, following his unanimous confirmation by the UN General Assembly. Elected to the Thai Parliament in 1986, he was appointed Deputy Minister of Finance. In 1992, Dr Supachai was appointed Senator, and that same year he became Deputy Prime Minister of Thailand. Dr. Supachai previously served as Director-General of the World Trade Organization (September 2002 to August 2005).
Seungtaik Yang, Ph.D.
Former Minister of Information and Communications, and Invited Researcher of ETRI, Republic of Korea

Dr Seungtaik Yang, a former Minister of Information and Communications, Republic of Korea, is presently a distinguished invited professor at Korea Advanced Institute of Science and Technology, Republic of Korea. In the past, he has served as president of Tongmyong and Information and Communications University as well as the Electronics and Telecommunications Research Institute (ETRI) in the Republic of Korea. Prior to working in ETRI in several positions, he has also worked for Bell Laboratory at New Jersey.
