Empowering girls, women and underrepresented communities through digital skills, inclusive innovation and ethical technologies to build a more equitable, diverse and sustainable digital future.

Digital transformation cannot be measured solely by the number of people connected. The real challenge is ensuring that everyone has the skills, opportunities and enabling environments needed to participate in and benefit from the digital economy and society. This session will explore the need for public policies and regulatory frameworks that go beyond connectivity to promote digital skills development, ethical and inclusive adoption of emerging technologies, and greater diversity in the spaces where decisions about our digital future are made.

The discussion will examine how artificial intelligence, connectivity and innovation can be leveraged to reduce social, economic and gender inequalities, with particular attention to girls, women and historically underrepresented groups. Participants will reflect on the importance of building inclusive ecosystems that strengthen human talent, expand access to opportunities and foster meaningful participation in digital transformation processes.

A central focus of the session will be the need to create structures and pathways that enable girls and women not only to use technology, but also to become innovators, entrepreneurs, leaders and decision-makers. The conversation will highlight the importance of increasing the visibility of women role models in leadership positions, promoting diverse perspectives in decision-making processes and ensuring that the future digital workforce is equipped with the skills required to thrive in an AI-driven world.

The session will also showcase initiatives, projects and country experiences that are generating measurable contributions to the Sustainable Development Goals (SDGs), particularly those aimed at reducing poverty, advancing gender equality and closing digital divides. Participants will share lessons learned from policies, programs and innovative practices that demonstrate how technology can be used to expand opportunities, empower communities and create more inclusive societies.

Finally, the session will address the importance of developing ethical and human-centered approaches to artificial intelligence and emerging technologies. It will promote dialogue on how governments, industry, academia, civil society and international organizations can work together to ensure that technological progress benefits everyone and leaves no one behind.

By bringing together diverse perspectives and practical experiences, the session aims to identify actionable recommendations for building a more inclusive digital transformation—one that strengthens equality, expands participation in decision-making, develops future-ready skills and accelerates progress toward sustainable and equitable development for all.

Ana Gabriela Valdiviezo Black is a Digital Transformation, Public Policy, Digital Regulation, Energy Transition and STEM Leadership Strategist. She is an Electronics Engineer specialized in Networks and Communications, holding a Master's Degree in Big Data & Business Intelligence, with more than 23 years of experience leading digital transformation, technological development, regulatory modernization and energy transition initiatives at national and international levels.

As a STEM leader and CEO of TACTIC, she advises companies, governments, multilateral organizations and multinational corporations on digital transformation, sustainability, regulatory architecture and technology-driven development.

Her work sits at the intersection of innovation, investment and clean energy, designing strategies that transform regulatory frameworks and technological capabilities into competitive, resilient and impact-driven digital ecosystems. Throughout her career, she has held senior leadership positions in both the public and private sectors, contributing to the design of national digital agendas, spectrum management policies, competition frameworks, institutional modernization processes and technology development strategies. She combines deep technical expertise, systemic thinking and high-level negotiation skills to deliver solutions in complex and rapidly evolving environments.

Ana actively promotes solar energy and energy transition projects by integrating clean infrastructure, connectivity and data intelligence into a single sustainable development model. She strongly believes that digital transformation without sustainability is incomplete, and that the convergence of technology and clean energy is shaping the next productive and economic paradigm.

She is the Founder of the Observatory for Digital Transformation of Ecuador and a strong advocate for increasing the visibility of women in science, technology and innovation. Through mentoring programs, she supports women leaders, scientists, girls and young women pursuing STEM careers, promoting greater participation in decision-making spaces and helping to close structural gender gaps. Her mission is to democratize access to science and technology while accelerating inclusive and sustainable development models.

Ana has been internationally recognized as a Global Digital Leader through the Women That Build Awards and has received multiple regional and global distinctions for leadership in technology, innovation and social impact.

She is a TEDx Speaker, international mentor in programs that empower women to lead in STEM fields, and a postgraduate lecturer in emerging technologies and innovation, helping shape the next generation of leaders with strategic vision and a commitment to sustainable development.

Electronic Engineer from the Pontificia Universidad Javeriana, Specialist in Commercial Management from the Universidad de La Sabana, and holder of an Executive MBA from IE Business School.

She has more than 25 years of experience in the ICT sector, with a distinguished career in strategy, regulation, public policy, innovation, and research. At the Communications Regulation Commission, she has led key areas including Government Relations and Advisory Services, Knowledge Management and Innovation, and Regulatory Foresight.

She has spearheaded projects related to infrastructure deployment, regulatory sandboxes, service quality, connectivity, net neutrality, OTT platforms, broadcasting, and audiovisual content. She has also represented the Government of Colombia in international forums such as the Organization of American States through the Inter-American Telecommunication Commission, as well as in the Internet Corporation for Assigned Names and Numbers. In addition, she participated in Colombia’s negotiating teams for cooperation and trade processes with Japan and the Pacific Alliance.

She complements her regulatory work through postgraduate teaching in ICT regulation at the Universidad Externado de Colombia, where she promotes innovative regulatory approaches to address the challenges of digital transformation.

Martha Suarez was born in Bucaramanga, Colombia. She received her degree as Electronics Engineer from the Universidad Industrial de Santander in 2004. During her undergraduate studies she participated in an exchange program with the Ecole Superieure Chimie Physique Electronique de Lyon, France in 2001. She received her master degree in high frequency communication systems from the University of Marne-la-Vallee, France in 2006 and her Ph.D. degree from the University Paris-Est in 2009. She joined the department of Telecommunications and Signal Processing at the École Supérieure d’Ingénieurs en Électronique et Électrotechnique de Paris ESIEE and the Esycom Research Center where she worked on wireless transmitter architectures. In 2011 she was awarded with a Marie Curie Fellowship and worked at the Instytut Technologii Elektronowej ITE in Poland for the Partnership for Cognitive Radio Par4CR European Project. Her research interests were in the areas of wireless system architectures and the design of high performance Radio Frequency RF transceivers. Since 2013 she joined the National Spectrum Agency in Colombia, ANE, where she worked as Senior Adviser to the General Director and supported international activities of the Agency. Afterwards, in December 2015, she became the General Director of ANE and continued promoting the efficient use of the Spectrum and the mobile broadband connectivity in Colombia. Since the 1st of May 2019, Martha Suarez is the President of the Dynamic Spectrum Alliance DSA, a global organization advocating for laws and regulations that will lead to more efficient and effective spectrum utilization, which is essential to addressing key worldwide social and economic challenges

Since 2014, she has served as Senior Principal Analyst for Latin America at Omdia, a leading global research and consulting firm specializing in Telecommunications, Media, and Technology, founded in the United Kingdom in 1970.

Sonia is responsible for analyzing major market trends and regulatory developments worldwide, with a particular focus on Latin America. She has extensive expertise in telecommunications, public policy, regulation, and radio spectrum management.

She is a frequent speaker at major international forums and industry events, including the Latin American Telecommunications Congress (CLTD), MWC Barcelona, GSMA M360, International Telecommunication Union (ITU), Inter-American Telecommunication Commission (CITEL), Inter-American Development Bank (IDB), Economic Commission for Latin America and the Caribbean (ECLAC), the European Parliament, ASIET, Mercosur, Telco Transformation Forum (Brazil), Mexico Digital Summit, Argentina Digital Summit, Telecom Regulation Forum, Spectrum Forum, the annual CRC Conference (Colombia), Competition Forum (Mexico City), COMTELCA, CARICAM, Conecta Latam, Latam Fiber Broadband, Internet Day Argentina, Fiber Broadband Association, and ATVC (Buenos Aires), among others.
