Cybersecurity for the future: Deep dive on Cyber Defence Centers

As digital transformation accelerates, people, organizations and systems are more and more connected thus more and more exposed to dynamic cyber-attacks, data and privacy breaches. In this changing landscape, Active Defence is becoming a top prioritized cybersecurity strategy. 

Cyber Defence Centre (CDC) is an entity that provides security services in an organization to manage cybersecurity risks associated with its business activities. Its application ensures an organization can continuously evolve with any emerging cybersecurity needs in the future. 

ITU-T Recommendation X.1060: Framework for the creation and operation of a Cyber Defence Centre (CDC) is a newly developed Recommendation by ITU-T Study Group 17 in 2021. It provides a framework to build and manage a CDC, an entity within an organization that offers security services to manage the cybersecurity risks of its business activities, and to evaluate its effectiveness. It specifies a service portfolio with 54 services in nine categories that a CDC should have in order to implement cybersecurity measures.

Driven by interests from some African countries, ITU-T SG17 held a survey until end of March 2022 with the aim of understanding the status of cybersecurity measures related to CDC, including Security Operations Centre (SOC) for governments and the private sector, Computer Emergency Response Team (CERT), Computer Security Incident Response Team (CSIRT) etc., in African countries who may wish to adopt the X.1060 framework. 

This workshop provides an in-depth introduction to X.1060 and the survey. It will also discuss the potential development of an implementer's guide of this game-changing concept of a Cyber Defence Centre (CDC) and equip its audience with tools for building and operating an effective secure organization utilizing its framework.


Gillian MAKAMARA
Gillian Makamara ITU Moderator

Gillian Makamara is a Project Officer in the Telecommunication Standardization Bureau (TSB) of the International Telecommunication Union (ITU) where she supports the development of international standards on Cybersecurity in ITU-T Study Group 17 and on Performance, quality of service (QoS) and quality of experience (QoE) in ITU-T Study Group 12. Gillian also contributes to ITU's work in the fields of quantum communications.

Gillian holds degrees in Telecommunication Engineering from the Jomo Kenyatta University of Agriculture and Technology (JKUAT) and the University of Liverpool.


Arnaud TADDEI
Arnaud Taddei Broadcom | ITU-T Study Group 17 Vice-chair

M. Arnaud Taddei is Practice Leader of the international team of Security Transformation Architects and Strategists supporting Broadcom Software Group key customers. As part of his mission, M. Taddei participates in specific Standardization Defining Organizations and in particular he is ITU-T SG17 Vice Chairman representing the UK.

Prior to that, he was Technical Director, Standards and Architectures reporting directly to the CTO of Symantec, a Division of Broadcom. M. Taddei was delegated by Broadcom at the International Telecommunication Union (ITU) where he held a number of leadership and chairmanship positions on Security and overall Standardization Strategy. M. Taddei participated to IETF, ISO and ETSI. 


Kwadwo Gyamfi Osafo-Maafo
Kwadwo Gyamfi Osafo-Maafo [R] National Communications Authority (NCA) Ghana | ITU-T Study Group 17 Regional Group for Africa Chairman

Computer Scientist Engineer currently working as head of Cyber Security Division and Chief Information Security Officer (CISO) for the National Communications Authority. During his period of work at NCA, he has utilized various resources made available from ITU, FIRST and AfricaCERT including use of frameworks and best practices.

As head of Cybersecurity at NCA, managed the setup of the Cybersecurity Unit (in 2017) and now Cyber Security Division (2018) as well at the telecommunications sector computer emergency response team (NCA-CERT). Cybersecurity, Data Protection and Privacy are integrated into NCA’s governance, policy, and operations including setting up of teams and committees to support work on cybersecurity, data protection and privacy.

At the national level, he has supported work on cybersecurity as organized by Ministry of Communications and National Cyber Security Secretariat. As part of the NCA team, has participated in activities of the National Cyber Security Technical Working Group and preparation or organizing of some events for Cyber Security Awareness Month and Capacity Development within the telecommunications sector. Various contributions to developing capacity nationally at for NCA led to NCA being awarded Capacity Builder of the Year 2019 by Strategic Governance Initiative (SGI). During this period, Ghana has gone from ITU Global Cyber Security Index rating of 89 in 2018 to 43 in 2020.

He is currently a vice-chairman of ITU-T Study Group 17 and the chairman of the ITU-T Study Group 17 Regional Group for Africa. 


Nkiru Ebenmelu [R]
Nkiru Ebenmelu [R] Nigerian Communications Commission (NCC), Nigeria

Mrs. Ebenmelu Nkiru is the Head of Cyber Security of the Nigerian Communications Commission; She also is the head of the Telecommunications sector CSIRT. 

She had worked in different capacities in Information Technology and Internet Governance.  

Ebenmelu Nkiru Holds a B.Eng. in Computer Science & Engineering from the Enugu State University of Science and Technology, and a Master’s Degree in Public Management from Carnegie Mellon University, USA. 


Abderrazak Bachir Bouiadjra [R]
Abderrazak Bachir Bouiadjra [R] Algérie Télécom SPA, Algeria | ITU-T Study Group 17 Vice-chair

Engineer, Researcher and Ph.D. in Computer Science, Chief Information Security Officer, Lead Cybersecurity Manager and Blockchain Expert. Dr. BACHIR BOUIADJRA Abderrazak has been honored with an arsenal of top-level certifications from various organizations including ISO, ISACA, EC-Council, Blockchain Council, Cisco Systems, Juniper Networks, Huawei and IPv6 Forum.

Dr. BACHIR BOUIADJRA Abderrazak is currently an ITU-T SG17 Vice Chairman representing Algeria, and the Head of Algeria Telecom’s Cyber Defense Center. He has more than 15 years of experience during which he was entrusted as an ICT solutions architect and cybersecurity auditor for public and private Algerian, African and Multinational well-known companies including ministries, service providers, banks, insurance and oil & gas companies... etc.
