The Heads of Regulators Executive Roundtable provides an opportunity for heads and senior management of regulators to exchange on regulatory challenges and opportunities to achieve full national connectivity and to move towards more open, collaborative regulation for digital transformation.

Within the framework of the ITU Academy, GSMA will offer a ‘taster’ training session for policy makers and regulators on Competition policy in the ICT/mobile sector. The taster training session will take place on 9 July 2019, in Vanuatu, from 14h30 to 17h00.

The session will be an introduction to the topic, based on content from the UK Telecoms Academy-accredited two-day course, Competition Policy in the Digital Age, which will be offered as an online course to policy makers and regulators through the ITU Academy later in 2019.

Session 1: Digital Infrastructure policies and regulation: A Multidimensional Collaborative Approach

Connecting the remaining half of the population that is still offline will require inclusive digital strategies and policies strengthening collaboration and taking into consideration:

  • Innovative regulatory approaches, a review of the legal mandate for collaboration, looking at collaboration across borders and sectors to enhance connectivity, affordability, access and use.
  • Leveraging the cross sectoral role of ICTs in the digital economy to foster connectivity and use, competition moving forward and the importance of sharing, open access (wholesale), skills development and global players.
  • Building in accessibility enabling digital inclusion for people with disabilities
  • out-of-the box policy and regulatory tools drawing from lessons learned and new approaches, such as regulatory sandboxes, pilots, temporary licences, regtech, evidence-based decision making and data driven regulation
  • Sharing of experiences on collaborative approaches to regulation - the case of Digital Financial Inclusion

Information Session: From first Mile to Last Mile - thinking out of the box

This session discusses the challenges facing communication regulators in terms of rapidly changing technologies and the need to develop regulations to allow emerging technologies and innovative regulatory approaches to connect the other half.

The first part of the session will address innovation in first mile connectivity solutions, looking at:

  • Innovation in the satellite industry and the role that satellites can play particularly for island developing countries
  • Submarine Cables Developments
  • HAPS

    The second part, will address last mile connectivity solutions and how community based approaches in sparsely populated, economically poor regions can help bridge the gap. It introduces regulators to innovations in sustainable rural service delivery from around the world.

    The third and last part, will examine how to measure we were stand and what are the gaps in getting the next 3.7 billion people online.

    • How to connect the dots: lifting remaining barriers to building and accessing communications infrastructure, security of infrastructure and information components; spectrum and smart deployment for better connectivity and access to the ICT digital ecosystem
    • The role of alternative networks (community, municipal and other public utilities), incentive regulatory measures
    • Means to foster innovation across layers to ensure inclusive digital transformation (e.g. use of emerging technologies across the layers and across the sectors).

    Session 4: Simulation exercise on inclusive disaster risk reduction in time of emergencies
    The number of people affected by disasters is on the rise in the world. In this context, timely, predictable and effective ICT services are a critical necessity for saving lives and achieving resilience. This allows for better response and coordination among response organisations, as well as improved decision-making through timely access to critical information.
    • This simulation exercise will demonstrate that in emergency situations, in this case a cyclone, regulatory provisions and guidance – including regarding equipment and frequencies – enables provision of time-saving assistance to be rendered to affected communities.
    • This exercise will be led by two facilitators who will guide participants through the disaster scenario. Related questions will be posed for the audience to respond online (through direct poll) and in real-time using their Internet-enabled devices.
