Mr Brian Winji is the Telecommunications, Radiocommunications and Broadcasting Regulator of Vanuatu. He comes with a wealth of knowledge and experience in Telecommunications, ICT and Broadcasting. He possesses over fifteen years of experience in the Telecom Industry with Telecom Vanuatu Limited as the Technical Manager, one year as the Technical, Market Monitoring and Competition Manager with the Telecommunications and Radiocommunications Regulator (TRR) of Vanuatu, now as TRBR, one year as the CTO with Orcanet-NZ, one year with the Office of the Chief Information Officer (OGCIO) as the GBN Technical Advisor, and possess a lot experience in Project Management and Financial Management.

Prior to his appointment as the Regulator, Mr Winji has been involved in a lot of Telecommunication projects in Vanuatu as well as internationally.

From 1999-2015, Mr Winji was with Telecom Vanuatu Limited, providing a leading role as a Technical Manager and Project Manager, achieving targets while meeting customer expectations.

From 2015-2016, he was with TRR as the Technical Manager working on high-level and important projects that includes developing, implementing, and enforcing regulatory instruments.

From 2016 to 2017, he was recruited by OrcaNET-NZ as CTO, reviewing technical design with Alcatel Submarine Networks (ASN) for the EM-IIG submarine cable project.

In 2017, he was the Technical Advisor with the OGCIO on the “TC PAM VANUATU NETWORK RECONSTRUCTION AND STRENGTHENING PROJECT”.

In 2018-2019, he was with Power and Communications Solutions Limited as the Project Manager working on numerous projects related to Telecommunications and Vanuatu Rural Electrification Project (VREP).

He is a highly qualified Ni-Vanuatu with a Master of Business Administration from the University of Liverpool, a Master of Engineering Science in Telecommunications and Networking from Curtin University of Technology and a Bachelor’s degree of Electrical and Communication Engineering from the Papua New Guinea University of Technology.
