Successful conclusion of the ITU/CTU Regional
Radiocommunication seminar for the Americas
Trinidad and Tobago Forum examined upcoming challenges
and opportunities in spectrum usage
Geneva, 25 July 2016 – The Regional Radiocommunication
Seminar 2016 for the Americas Region (RRS-16 Americas) jointly organized by ITU
and the Caribbean Telecommunications Union (CTU),
in Port of Spain, Trinidad and Tobago, ended with a renewed commitment to
collaboration and capacity-building programs among all stakeholders. Over 35
participants from 14 countries representing a wide range of stakeholders from
the Caribbean and Latin American countries attended the seminar.
“The Regional Radiocommunication Seminar in Trinidad and Tobago marks an
important step in preparing key future spectrum management decisions and
coordinating the operation of terrestrial and earth-station satellite
assignments in the region,” said ITU Secretary-General Houlin Zhao.
The first two days of the seminar which opened on 18 July, covered the
general concepts and current regulatory framework related to spectrum management
procedures necessary for recording frequency assignments for satellites and
terrestrial stations in the Master International Frequency Register (MIFR) and
the ITU-R Recommendations relating to the best practices in spectrum management.
It also included a review of the modifications to the Radio Regulations, and
associated WRC and ITU-R Resolutions decided by the last World
Radiocommunication Conference (WRC-15) and Radiocommunication Assembly (RA-15),
along with the agenda of the next World Radiocommunication Conference to be held
in 2019 (WRC-19).
The third day of the seminar focused on the process of coordination and
notification of frequency assignments to the ITU for broadcasting services and
earth stations. This provides hands-on experience on the means available to
ensure the international protection and recognition of the use of spectrum in
the Caribbean countries.
RRS-16-Americas concluded with a two-day Forum on "WRC-15 outcomes and
WRC-19”. It focused on the challenges and opportunities for spectrum
harmonisation in the Caribbean region in order to prepare for key upcoming
spectrum management decisions. The topics included: the transition to Digital
Terrestrial Television, the Digital Dividend and its regional harmonization, the
emerging concepts and technologies in spectrum utilization, in particular
concerning satellite systems.
“RRS-16 Americas will significantly contribute towards the dissemination of
information and capacity-building in the Caribbean region and will assist the
development of regional positions and contributions towards WRC-19,” said
François Rancy, Director of the ITU Radiocommunication Bureau.
