3 Assessment Methodologies
3.1 “Carbon-performance” assessment
This methodology aims to calculate the GHG emissions produced and the carbon consumption
performance, respectively. In general, both methods consider a carbon management process,
like the one identified by existing standards (i.e., PAS 2080, (Construction Leadership Council,
2019)) (Figure 3). This process considers the entire lifecycle of a product or service and provides
a framework for managing and reducing carbon emissions across the entire lifecycle of buildings
and infrastructure reflecting their interdependencies and the need for a holistic approach to
decarbonization.

3.1.1 GHG emissions by sector
GHG emissions are typically categorized by sector to identify sources and target areas for reduction.
Urban areas often focus on reducing emissions from buildings, transportation, and waste, while
integrating renewable energy solutions for power generation. Rural strategies emphasize land
use and agricultural practices. The following city sectors must be calculated for their carbon
performance:
