1 Introduction
Cities are at the forefront of the global effort to address climate change and reduce greenhouse
gas (GHG) emissions. With more than half of the world's population living in urban areas, cities
are responsible for significant global emissions and play a critical role in achieving sustainability
and Net Zero carbon. To this end, many cities worldwide have set ambitious targets to achieve Net
Zero carbon emissions by 2050 or earlier.
Achieving Net Zero emissions requires a comprehensive approach that involves reducing emissions
in numerous sectors. The path to Net Zero is complex, and cities face multiple challenges and
barriers. To overcome these challenges and ensure that Net Zero efforts are effective, cities need
to develop a robust methodology for assessing their progress. This methodology provides a
robust framework for continuous monitoring and evaluation to track progress and identify areas
for improvement.
