                      2�1     Description

                      •    MBRHE’s commitment to providing housing for Emirati citizens was increasingly
                           challenged by growing demand, fixed budgets, and resource-intensive internal loan
                           processing. The Sustainable Financing Partnership use case introduced a new operating
                           model where loans are financed directly by Emirates Islamic Bank, with MBRHE subsidizing
                           interest. This model allows MBRHE to provide loans without a funding cap and reduce
                           internal operational burden.

                      Through AI-based credit and eligibility models, citizens are automatically evaluated for loan
                      disbursement, removing bottlenecks in manual approval. Real-time integration between
                      MBRHE and EIB enables instant decision, tracking, and fund disbursement. Customers access
                      services through a digital platform using UAE PASS, allowing fully remote application, approval,
                      and servicing.

                      2�2     Benefits of the use case

                      •    Our initiative offers significant benefits by accelerating access to affordable finance
                           through targeted subsidies, which directly reduces housing poverty among vulnerable
                           groups. By leveraging advanced technologies such as AI, APIs, and cloud microservices,
                           we  modernize  the  public  housing  finance  infrastructure,  making  it  more  efficient
                           and accessible. This technological integration not only enhances urban resilience by
                           expanding inclusive housing finance options but also reduces systemic bottlenecks that
                           often hinder progress. Additionally, our approach fosters greater trust in public institutions
                           by ensuring transparent and efficient digital service delivery, thereby strengthening the
                           overall governance and effectiveness of public programs.
                      •    The expected impact of this initiative is substantial. It enables unlimited loan disbursement
                           based on eligibility, ensuring that those in need have access to the financial support they
                           require. With a customer satisfaction index of 98.4%, the program has proven to be highly
                           effective in meeting the needs of its beneficiaries. Over 2,100 loans were issued in the
                           first six months alone, demonstrating the program's immediate and tangible impact. The
                           initiative also brings significant financial savings, with an estimated UAE Dirham(AED)
                           246 million saved annually through operational and budget efficiencies. Furthermore,
                           by reducing internal workload by 30%, the program enables staff to be redeployed to
                           strategic initiatives, enhancing overall organizational effectiveness and capacity.


                      2�3     Future Work

                      •    Expand partnership to include other banks to ensure competitive rates and wider reach.
                           Enhance AI models with alternative data sources (e.g., utility payments, behavioral
                           data). Develop customer-facing mobile app for status tracking and support. Publish a
                           whitepaper on AI models used to enhance transparency and collaboration with global
                           peers. Explore expansion to non-traditional housing segments (e.g., renovations, green
                           homes)
