Kaleidoscope 2024 offers a platform for students, industry professionals, researchers, and
professors to present research on various ICT-related topics. Additionally, we are proud to host
two invited special sessions on "Youth and standardization " and "Towards Connecting the
Remaining 3 Billion", furthering the discourse on how inclusive technologies can bridge the
digital divide.
I would like to express my great appreciation to the Kaleidoscope community and the larger
ITU Academia membership for their enduring support to this series of conferences. With over
170 academic and research institutes now members of ITU, the Kaleidoscope series is certain
to continue growing in strength.
My sincerest thanks go to our technical co-sponsors, the Institute of Electrical and Electronics
Engineers (IEEE) and the IEEE Communications Society. I would also like to thank our
academic partners and longstanding ITU members, Waseda University, the Institute of Image
Electronics Engineers of Japan, the Institute of Electronics, Information and Communication
Engineers of Japan, the Chair of Communication and Distributed Systems at RWTH Aachen
University, the European Academy for Standardization, the University of the Basque Country,
Liverpool John Moores University, and the University of Limerick.
I would especially like to thank the General Chairman of Kaleidoscope 2024, Deb Kumar
Chakrabarti – Director General of National Telecom Institute for Policy Research, Innovation
and Training (NTIPRIT) at the government of India’s Department of Telecommunications
(DoT) – and the members of the Host Committee: Atul Sinha from NTIPRIT; Pankaj Kumar,
Deepika Pokharna, and Monu Gupta from DoT; and Abhay Kumar from National Institute of
Communication Finance.
I also thank the members of the Kaleidoscope 2024 Technical Programme Committee and the

transformation. It is my hope that the ideas, research, and discussions of this year's conference
will help to shape a brighter, more sustainable digital future for all.
