RDF: Asia and the Pacific
The annual ITU Regional Development Forum for the Asia-Pacific region, held on 16 and 17 July 2026 in Bangkok, Thailand, welcomed around 160 participants representing 26 Member States and the State of Palestine under Resolution 99, Regional Organizations, UN specialized agencies, Sector Members, Academia and other stakeholders to discuss priority development issues for the region including the implementation of the new Regional Initiatives adopted at the World Telecommunication Development Conference in 2025 (WTDC-25).
Capacity development: Africa
From 6-17 July, the “Laying the foundation for VaMoz Digital!” project supported the Government of Mozambique in advancing digital skills by implementing the second edition of the Digital Skills Training for Youth in Matola, Mozambique. The programme equipped more than 60 technical and vocational students (over 70% young women) with robotics and coding skills. Through hands-on training, participants learned to develop technology-based solutions to their local challenges using coding, sensors, actuators, and development platforms, and also completed ITU’s African Girls Can Code (AGCC) mini-course online. Building on the successful 2025 pilot, the initiative reinforces the Government’s commitment to expanding opportunities for girls in science, technology, engineering and mathematics (STEM), and strengthening Mozambique’s capacity to drive inclusive digital transformation.

Cybersecurity: Africa and the Arab States
From 30 June to 3 July, the 2026 Inter-Regional CyberDrill for Africa and the Arab States was concluded in Victoria Falls, Zimbabwe. Organized in collaboration with the Internet Corporation for Assigned Names and Numbers (ICANN), the International Criminal Police Organization (INTERPOL), and the Forum of Incident Response and Security Teams (FIRST), and hosted by the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ), the CyberDrill brought together more than 300 participants from over 40 countries including national cybersecurity authorities, Computer Security Incident Response Teams (CSIRTs/CERTs), policymakers, law enforcement agencies, academia, and industry experts to address the growing complexity of cyber threats affecting the two regions.
Structured around the four thematic pillars: Reflect, Share, Learn and Practice, the CyberDrill combined strategic discussions on emerging cyber threats with technical workshops, knowledge-sharing sessions and hands-on cyber range exercises. It also reinforced regional partnerships, promoted the adoption of international cybersecurity standards and best practices, and reaffirmed ITU’s commitment to supporting Member States in building resilient national cybersecurity ecosystems capable of addressing the evolving cyber threat landscape.
Capacity development: Asia and the Pacific
The closing event of the project “Artificial Intelligence Technology and Standards Capacity Building in the Asia Pacific” was organised online from 24-25 June, which brought together the donor Ministry of Internal Affairs and Communications (MIC) Japan, beneficiaries from 15 Member States, and various partners. Phase I of the project delivered successful trainings organised in India, Malaysia, Bhutan and Cambodia via the ITU Academy platform, training over 250 participants from 15 Member States.
All workshops consistently received excellent participant evaluations, leading to repeat requests from host institutions and cost-sharing arrangements demonstrating sustainable demand and strong ownership amongst the Member States. The beneficiaries expressed their appreciation to MIC Japan and ITU for the trainings provided in 2025 and provided feedback for the upcoming trainings to be delivered under Phase II, where the geographical focus will expand to cover the African region as well. Development partners including the World Bank, the Asian Development Bank (ADB), and the International Labour Organization (ILO) joined the session on 25 June, where they deliberated on strategic aspects of AI and how it will impact jobs and society. The partners further expressed their interest in partnering with ITU for future trainings.

The GIS and Data Management Training for the West Africa Cohort of the ITU Africa-BB-Maps project, held in Cotonou, Benin, from 22–26 June, was successfully completed. Experts from ARCEP BENIN (Autorité de Régulation des Communications Électroniques et de la Poste du Benin), ARCT BURUNDI (Autorité de Régulation et de Contrôle des Télécommunications au Burundi) and ARTCI (Autorité de Régulation des Télécommunications/TIC de Côte d’Ivoire) came together for foundational training on QGIS and open-source GIS technologies. Through practical exercises on spatial data management, GIS layers, broadband mapping workflows and simulation-based learning, participants strengthened the technical capacity required to build, manage and continuously update nationally owned broadband mapping systems using open-source technologies, supporting long-term institutional autonomy and evidence-based broadband planning.

On 30 June, BDT hosted two virtual webinars to present key preliminary findings from the forthcoming report “Artificial Intelligence and Ageing: Inclusive Pathways for Older Persons in a Digital World”, developed jointly with EY and the Korea Advanced Institute of Science and Technology. The event brought together representatives from governments, academia, the private sector and international organizations to discuss how artificial intelligence can better support ageing populations and address the intersecting barriers of age, gender and geography that limit AI adoption, particularly among older women.
Representatives from several organizations leading initiatives featured as case studies in the report also shared their insights, challenges and perspectives, illustrating real-world efforts to leverage artificial intelligence to support the inclusion, participation and well-being of older persons. Discussions underscored the need for inclusive artificial intelligence policies, age- and gender-responsive design, digital literacy, and cross-sector partnerships to ensure that older persons can participate fully in an AI-enabled society and benefit from digital transformation.

On 30 June, the Network of Women in ITU-D (NoW in ITU-D) Advisory Board convened its second meeting. The Advisory Board members reviewed activities implemented between March and June and discussed priorities for the months ahead, including strengthening collaboration between NoW in ITU-D and initiatives of BDT. The meeting reinforced the Network’s commitment to advancing women’s participation and leadership in digital development and identified opportunities to further integrate gender-responsive approaches across BDT programmes and projects.

Digital inclusion: Global
On 2 June, under the ITU–Qualcomm Her Digital Skills for Life initiative and in collaboration with the ITU Regional Office for Africa and the Centre for Information, Technology and Development (CITAD), two workshops were conducted in Gombe and Plateau States, Nigeria. A total of 107 young women received training in essential digital skills for education and employment, with a focus on artificial intelligence and mobile app development. These workshops were organized to address the need to equip young women with necessary digital skills, and they have contributed to enhancing participants’ readiness for future opportunities in the digital economy.

Digital services and applications: Asia and the Pacific
BDT convened in-depth information sessions for the Smart Villages and Smart Islands (SVSI) Asia-Pacific Project on 10–11 June with Group 1 (Phase II implementation) and Group 2 (Phase I implementation) countries across Asia-Pacific, including Bhutan, Cambodia, Federated States of Micronesia, Fiji, Kiribati, Lao P.D.R, Nauru, Pakistan, Papua New Guinea, Republic of the Marshall Islands, Samoa, Timor-Leste, Tonga, and Tuvalu, to advance the project implementation. The project is implemented by BDT with financial support from the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts of Australia (DITRDCSA).
These sessions presented approaches from planning to scale-up, aligned countries on roles, timelines, tools, and outlined expectations for needs assessments, governance, partnerships, and pilot implementation. Outcomes included agreement on country-led implementation and the use of ITU toolkits, with next steps focusing on national coordination, stakeholder engagement, and rollout of activities.

The Early Warnings for All (EW4All) National Consultative Workshop for Morocco was held from 24 to 26 June in Casablanca, jointly organized by the General Directorate of Meteorology under the Ministry of Equipment and Water and the Directorate of Natural Risk Management under the Ministry of the Interior, and in collaboration with the EW4All pillar lead agencies: UNDRR, WMO, ITU, through BDT, and IFRC. Bringing together representatives from government institutions, UN and other international organizations, academia, the media, civil society, and youth groups, the consultation provided a platform to assess Morocco’s early warning system, identify gaps and needs across the early warning value chain, and develop a national roadmap and plan of action. Participants also discussed governance arrangements, financing mechanisms, and inclusive approaches to ensure that warnings reach all communities. The workshop concluded with the adoption of the Moroccan EW4All National Roadmap 2027-2029, marking an important milestone towards a more coordinated, inclusive, and effective early warning system in Morocco.

On 8 June 2026, BDT conducted a virtual consultation with the Telecommunications Regulatory Commission of Sri Lanka (TRCSL), to review and update draft regulations on national emergency telecommunications and network resilience, aimed at ensuring communication availability during disaster preparedness, response, and recovery. The consultation resulted in TRCSL expressing increased interest in establishing a National Emergency Telecommunication Plan and in the Tampere Convention. TRCSL will soon establish the new regulation following another review cycle with BDT’s support.

The “Strengthening Uganda’s Capacity in Community Early Warning Systems (CEWS) ” workshop was held from 22 to 26 June in Entebbe, organized by BDT, NetHope, GSMA, United Nations Office for Disaster Risk Reduction and in collaboration with Uganda’s Office of the Prime Minister and the Ministry of ICT and National Guidance. The workshop brought together 47 participants – including mobile network operators, key alerting authorities, and community leaders with roles in disaster response coordination and climate adaptation planning – equipping them with practical skills in hazard monitoring, risk communication, and digital early warning dissemination.
In leading the warning dissemination and communication pillar of the Early Warnings for All initiative, BDT performed a pre-workshop ecosystem assessment, ensuring that the workshop agenda was grounded in Uganda’s specific hazard risks and connectivity realities. In addition, following a survey to identify how communities in Uganda receive life-saving alerts and understanding the current challenges, BDT also introduced the participants to digital alerting tools such as SMS and cell broadcast systems, which can complement CEWS. By the end of the workshop, participants received access to a self-directed online course to train others in their communities, helping expand the effort to build disaster-resilient communities across Africa.

On 7 July, the flagship report on artificial intelligence for early warnings, “Leveraging AI to Enhance Multi-Hazard Early Warning Systems (MHEWS)” was launched by the BDT Director, together with other high-level officials from UNDRR, WMO, and IFRC during the AI for Good workshop “AI for early warnings for all: From innovation to impact”. The report, developed jointly by ITU-BDT, UNDRR, WMO, and IFRC through the AI for Early Warnings for All group, outlines AI’s potential to address existing gaps in early warning systems and positions it as a strategic enabler that drives scalable, responsible solutions across the early warning value chain when guided by human expertise and collaboration. It features 27 case studies showing real-world application of AI in strengthening disaster risk knowledge, enhancing hazard forecasting and monitoring, improving dissemination and communication of life-saving alerts, and supporting community preparedness

On 8 July, at the WSIS Forum, the session “How technological innovation could improve early warning system and traditional media alerts in case of disasters” organized jointly by ITU-BDT, UNESCO, Eurovisioni, and the European Broadcasting Union highlighted the role of broadcasters and traditional media in strengthening people-centred early warning systems. Showcasing examples from South Sudan, with support of the National Communication Authority of South Sudan, and presenting two studies, the ITU-EBU publication on “Media Broadcast Channels in Warning Dissemination,” and UNESCO’s “Model Disaster Preparedness and Response Plan for Media Organisations”, the event stressed on the importance of timely, trusted information – coming from traditional forms and institutions of the media – in helping communities prepare for disasters and save lives.

The ”AI Solutions Catalogue for Early Warning Systems” was launched on 7 July, during the “AI for Early Warnings for All: From innovation to impact” workshop at the AI for Good Global Summit 2026. The catalogue showcases AI-enabled solutions that support the EW4All initiative across climate-related hazards and regions. It helps to connect AI innovators with governments, practitioners, and partners looking for implementable tools and services. Developed by the AI for EW4All Group led by BDT, the interactive catalogue features filters and search function that let users explore solutions by EW4All Pillar, innovation type, technical readiness, application context, hazard, and keywords.

On 6-7 July, in Niamey, BDT, together with Niger’s Directorate-General for Civil Protection, the Regulatory Authority for Electronic Communications and Postal Services (ARCEP), and national partners, convened an Early Warnings for All national workshop on warning dissemination and communication, including a training on the Common Alerting Protocol (CAP) for Niger. Stakeholders identified priorities to improve how alerts can save lives and protect livelihoods and highlighted the potential of cell broadcast and the importance of CAP. The workshop paved way for the Government to set the priorities and address the gaps to ensure life-saving early warnings will reach everyone in the country when it matters the most.

The potential of the Early Warning Connectivity Map to help governments enhance early warning systems was showcased at the AI for Good Summit on 9 July. Drawing on recent implementation experience from Liberia and Venezuela, the session “Early Warning Connectivity Map (EWCM) in action: Identifying populations beyond reach” showed how connectivity, population, and hazard risk data, can support countries in implementing the Early Warnings for All initiative, strengthen resilience, and ensure no one is left behind.
Environment: Global
At the WSIS Forum’s “Building E-waste Management Systems” session on 6 July, industry leaders highlighted the need for stronger public-private collaboration, effective producer responsibility systems and regulations, and practical implementation to close the global e-waste gap. The event, organized by BDT and the Communications, Space & Technology Commission (CST) of the Kingdom of Saudi Arabia served to highlight the progress achieved under the ITU-CST project, “Developing and implementing e-waste policy and regulation for a circular economy in Paraguay, Rwanda, and Zambia,” and concluded with a reminder that turning e-waste policy into action is crucial in tackling this global challenge.

On 23–25 June, the ITU Regional Office for Asia and the Pacific participated in Mobile World Congress (MWC) 2026 in Shanghai, China, including the GSMA-hosted “Powering the AI Economy: Computing-Network Synergy Roundtable” on 25 June. The session brought together government, industry, and AI stakeholders to examine the growing importance of computing network integration in the AI era, highlighting rising demand for data and computing power, the need for low latency and distributed infrastructure, and new opportunities in connectivity and digital services.
BDT shared outcomes from the World Telecommunication Development Conference 2025 (WTDC-25) and emphasized ongoing infrastructure expansion across the region, the importance of leveraging ITU’s AI standards to ensure interoperability and reliability, and the need to address persistent connectivity gaps, ensuring that AI driven transformation benefits all communities, including through initiatives such as Smart Cities, Smart Villages, and Smart Islands.
Policy and regulation: Africa
From 29 June to 2 July, the ITU Regional Office for Africa, in partnership with the World Bank and in collaboration with Smart Africa and the Ethiopian Communications Authority (ECA), organized and delivered a regional training on satellite regulation for English-speaking African countries in Addis Ababa, Ethiopia. The four-day capacity development programme with a site visit to the Satellite Ground Control Center organized by the Ethiopian Space Science and Technology Institute, brought together regulators, satellite agency representatives, policymakers and technical experts from 13 African countries to strengthen regulatory and institutional capacity for satellite communications, spectrum and orbit management, and emerging low-Earth orbit (LEO) satellite systems. The programme, with certification through the ITU Academy, provides a unique platform for satellite experts from Member States to exchange insights and brainstorm solutions, working toward building a community of practice across the continent.
The training covered satellite technologies and applications, procurement and contracting models, affordability and meaningful connectivity, ITU international satellite regulatory frameworks, spectrum coordination procedures, licensing of LEO networks, cybersecurity and sovereignty considerations, emergency communications and early warning systems, as well as practical exercises using ITU regulatory tools and databases. Participants also exchanged national experiences through country presentations, highlighting lessons learned and regulatory approaches from across the continent. ITU experts and partners emphasized the importance of enabling regulatory environments that support innovation while ensuring efficient management of spectrum and orbital resources, mitigation of harmful interference, space sustainability, and increased connectivity for underserved communities. The programme concluded with discussions on practical regulatory case studies and a technical visit to the Ethiopian Space Science and Technology Institute, further strengthening regional knowledge exchange and cooperation on satellite communications and digital connectivity.

The ITU Regional Office for Africa participated in the Africa Regional Consultation on the Implementation of WSIS+20 Outcomes: Operationalizing WSIS+20 and the Global Digital Compact (GDC), convened by the Economic Commission for Africa in Addis Ababa on 1-2 July. As a panelist, together with the Economic Commission for Africa (ECA), the United Nations Office for Digital and Emerging Technologies (ODET), the United Nations Economic and Social Commission for Western Asia (UNESCWA), the Internet Society (ISOC), and the African Internet Governance Forum (AfIGF), highlights were shared on the evolving role of the WSIS platform as an operational backbone for implementing GDC commitments across Africa and ITU’s role. ECA presented on the Africa 2035 Digital Implementation Roadmap, its 9 pillars and 19 indicators as a mechanism to support countries as they move to WSIS+20 implementation phase. Discussions underscored the need to avoid duplication by aligning GDC implementation with established WSIS mechanisms and highlighted the importance of strengthening synergies between WSIS, the African and global IGF processes, and regional digital cooperation platforms to ensure Africa’s priorities are effectively reflected in global digital governance discussions. A call was made to move from coordination to collaboration, leveraging partnerships, technical expertise, and multistakeholder engagement to accelerate digital inclusion, meaningful connectivity, digital skills development, and sustainable digital transformation across the continent.

Under the ITU Africa-BB-Maps project, the Africa-Europe Study Visit and Policy Training Workshop, held in Warsaw, Poland from 30 June to 2 July, brought together regulators from Burundi, Ethiopia, Kenya and Uganda under the East Africa Communications Organisation (EACO) cohort to strengthen policy and regulatory capacities for broadband mapping systems.
The programme included three hands-on policy simulations on national broadband data reporting and QA/QC frameworks, cross-border interoperability and metadata harmonisation, and regulatory enforcement, appeals, and institutional credibility. These practical exercises were complemented by a study visit to the Ministry of Digital Affairs providing direct insight into European regulatory practices and institutional frameworks. The activity strengthened Africa-Europe knowledge exchange under the EU Global Gateway initiative and advanced regional harmonisation approaches for digital connectivity.

On 29–30 June, stakeholders convened in Lusaka, Zambia, for the launch and validation process of the ICT Sector Extended Producer Responsibility (EPR) Guidelines, and to prepare for the signing of a High-level Memorandum of Understanding (MoU). The activity formed part of ongoing efforts by the Government of Zambia, through the Zambia Information and Communications Technology Authority (ZICTA), to strengthen sustainable e-waste management in the ICT sector.
BDT contributed by supporting the development of the sector-specific EPR Guidelines and the High-level MoU between ZICTA and the Information and Communications Technology Association of Zambia (ICTAZ), aimed at formalizing private sector commitment and providing practical guidance on roles, responsibilities, collection mechanisms, reporting and awareness-raising measures. The validation session brought together key public and private sector stakeholders to review the ICT Sector EPR Implementation Guidelines in detail, including the legal basis and scope, producer registration, ICT/telecommunications sector EPR arrangements, the proposed Producer Responsibility Organisation model, financing, collection targets, reporting, enforcement, auditing, transparency and accountability. The session resulted in a validated set of Guidelines, an agreed revisions matrix, and confirmation of readiness for the signing and adoption alongside the High-level MoU. Stakeholders also reviewed and confirmed key provisions relating to stakeholder responsibilities, producer registration, licensing integration, PRO governance, financial arrangements, reporting, enforcement and audit mechanisms, while capturing agreed amendments and unresolved policy issues for final clearance
