Capacity development: Asia and the Pacific
Under the European Union – Support to Rural Entrepreneurship, Investment and Trade in Papua New Guinea (EU-STREIT PNG) Programme, the 8th Program Steering Committee in Wewak, Papua New Guinea, was organized featuring a high-level delegation that included the UN Resident Coordinator, the EU Ambassador, the Secretary of PNG’s National Department of Agriculture and Livestock, the United Nations Development Programme (UNDP) Resident Representative, and representatives from National Information and Communications Technology Authority (NICTA) and Department of Information and Communications Technology (DICT), among other other key stakeholders.
The delegation visited project sites across East Sepik Province, including the recently established resource center at the remote Nindinumbo Primary School, where they were introduced to the process of improving farmers’ digital skills on e-commerce. This hub is providing students, the local community, and several value chain farmers with digital skills and e-commerce knowledge, fostering a more connected future.
During the visit, the International Telecommunication Union (ITU) Regional Office for Asia and the Pacific, in collaboration with Food and Agriculture Organization (FAO), conducted an online training on nutrition using the Learning Management System (LMS) platform developed by ITU Telecommunication Development Bureau. The Regional Office also successfully presented the progress of its deliverables, focusing on upgraded policy frameworks, digital agriculture services, and enhanced digital connectivity and skills.
Also under the EU-STREIT project, the ITU Regional Office for Asia and the Pacific conducted a three-day training in e-commerce and digital marketing for 30 stakeholders – including cocoa and vanilla value chain farmers, fisherfolk, government officials, and local organizations, including women and youth in Brandi Secondary School resource center.
Training participants improved Internet skills and knowledge of business groups, cooperatives and producers enabling them to effectively market their vanilla and cocoa crops online as well as to purchase inputs and services and increased online visibility of their businesses and access to potential buyers, leading to expanded market opportunities and competitive prices for producers.

The ITU Regional Office for Asia and the Pacific participated in the Leaders Talk on ‘Tech Diplomacy in Action’ at the Women in Tech Global Summit, Osaka Global Expo 2025. The session spotlighted how nations and industry leaders are driving tech diplomacy, navigating global collaboration, policy innovation, and cross-border digital cooperation.
Digital inclusion: Asia and Pacific
The ITU Telecommunication Development Bureau organized Girls in ICT Day Thailand 202 in collaboration with the Office of National Broadcasting and Telecommunication Commission (NBTC) Thailand, and supported by Ministry of Digital Economy Thailand. The full-day event was held on 24 April in the Office of NBTC, Bangkok. Held under the theme “Girls in ICT for Inclusive Digital Transformation”, it brought together participants, including students and partners, and featured high-level opening remarks from ITU, NBTC, and the Ministries of Digital Economy and Education, followed by a special panel on the digital gender divide.
The interactive programme included inspirational success stories from Thai influencers and three “Talking Tech” sessions where youth engaged directly with speakers from UN agencies, industry leaders, and academia on the importance of digital skills, STEM careers, and inclusive digital futures. The event empowered youth voices, showcased initiatives bridging the digital skills gap, and strengthened multi-stakeholder collaboration to ensure girls and young women are not left behind in the digital age.
Digital innovation ecosystem: Asia and the Pacific
The ITU Regional Office for Asia and the Pacific, in collaboration with the China branch of the BRICS Future Network Research Institute (BIFNC) and the China Academy of Information and Communications Technology (CAICT), co-hosted the Regional Initiative Accelerator workshop in Shenzhen, on the sidelines of the BRICS Forum 2025. The Regional Initiative Accelerator is an open platform that allows stakeholders to collaborate in creating, refining, and implementing projects that align with ITU Regional Initiatives. For the workshop, Asia and Pacific Regional Initiative 4, “Enabling Policy and Regulatory Environments to Accelerate Digital Transformation”, was selected as the thematic focus. Participants from 5 Member States – Cambodia, Mongolia, Malaysia, Fiji and Papua New Guinea – co-created project ideas on the topic of “Artificial Intelligence”, using tools developed by the Digital Innovation Alliance. The discussions were guided by experts from UNU Macau, Wadhwani AI and China Academy of Information and Communications Technology (CAICT).
Emergency telecommunications: Asia and the Pacific
In support of the Issue-based Coalition on Digital Transformation (IBC-DX) in the Asia-Pacific, the ITU Regional Office for Asia and the Pacific conducted an awareness session focused on Cell Broadcasting for the effective dissemination of early warning messages and integration of Common Alerting Protocol (CAP). The event was attended by various regional UN agencies, including United Nations Office for Disaster Risk Reduction (UNDRR), World Meteorological Organization (WMO), World Food Programme (WFP), and United Nations Development Coordination Office (UNDCO), among others.
Environment: Asia and the Pacific
The ITU Regional Office for Asia and the Pacific participated in the Asia-Pacific Institute for Broadcasting Development (AIBD)’s Regional Webinar on E-Waste Management and Sustainable Production. This online workshop aimed to support broadcasters in implementing practical e-waste management strategies aligned with environmental objectives and circular economy principles. During the session, the Office presented key insights from the Global E-waste Monitor 2024, highlighting major global trends and data on e-waste.

Girls in ICT Day: Global Celebration
On 24 April, the Global Celebration of International Girls in ICT Day was co-hosted by the CIS and the Arab States regions, featuring a live link between Bishkek, Kyrgyzstan, and Nouakchott, Mauritania, along with distinguished panellists from around the world, live-streamed for global audience. In Bishkek, the event was organized in collaboration with the Ministry of Digital Development and Innovative Technologies of the Kyrgyz Republic while, in Nouakchott, the celebration was held in cooperation with the Ministry of Digital Transition, Innovation, and Modernization of Administration of the Islamic Republic of Mauritania.
RPM/RDF: CIS
The Regional Preparatory Meeting (RPM) for the Commonwealth of Independent States (CIS) was held from 24 to 25 April in Bishkek, Kyrgyzstan. It was an opportunity for participants to gain insight and detailed reporting on the ongoing implementation of the Kigali Action Plan and to propose the next Regional Initiatives and topics in the area of information and communication technology (ICT) development strategies in the CIS region for consideration by the next World Telecommunication Development Conference. The meeting was preceded by a Regional Development Forum (RDF) on 23 April. Participants at the Regional Development Forum engaged in results-oriented debates and impactful Partner2Connect Matchmaking Roundtables, which also explored the state of digital development and the implementation of the current Regional Initiatives.

Under the European Union-funded Programme for Support to Rural Entrepreneurship, Investment and Trade (EU STREIT) in collaboration with the Food and Agriculture Organization (FAO), a resource centre was established in the remote Huareheng village in the Yangoru district, East Sepik, Papua New Guinea. The objectives of the resource centre are as follows:
- Facilitate collaboration between all partners for cross-sectorial initiatives, including UN agencies, provincial administrations, government agencies, local communities, farmers, private sector, and NGOs.
- Provide access to broadband networks needed for the delivery of digital skills and digital services to all beneficiaries, especially women, youth and people with disabilities.
Deliver service platforms for the development and delivery of digital solutions, applications, and services including e-learning, e-agriculture, e-money, e-commerce, and e-health.

The Generation Connect Arab Region Meet-up, held by the ITU Regional Office of Arab States created a dynamic collaborative platform by bringing together Generation Connect Youth Envoys (GCYEs) and Young Leadership Programme (GCYLP) Fellows from across the Arab region. Through intergenerational dialogues and interactive breakout sessions, participants engaged in productive exchanges on critical topics including digital inclusion, youth leadership, and technological innovation. GCYLP fellows showcased their projects, shared best practices, and explored collaborations to advance youth empowerment in ICT through innovative projects. The session strengthened regional networks and commitments to a more inclusive digital future, aligning with ITU’s Empower, Engage, Participate strategy.

On 16 April, Dr Cosmas Luckyson Zavazava, Director of the Telecommunication Development Bureau, launched Smart Village Swabi, in Pakistan, as part of the ITU’s Smart Villages and Smart Islands initiative. He was joined by H.E. Shaza Fatima Khawaja, Minister of Information Technology and Telecommunication (MOITT) of Pakistan, and Mr. Ethan Sun, CEO of Huawei Pakistan. As the third Smart Village in the country, the launch event showcased the success stories of the Smart Village Gokina and Smart Village in Sambrial, the first two Smart Villages established in the country, with testimonials from the community. Following the launch, BDT and project partners will begin implementing the priority digital services identified for the Smart Village in Swabi, including digital skills and e-health services for women. On the same day, Dr. Cosmas Luckyson Zavazava also visited the first Smart Village in Gokina, where he met with community representatives and beneficiaries of the e-education and e-health services provided by the project.

The ITU Regional Office for Asia and the Pacific and the Department of Transportation, Communications, and Infrastructure, organized the launch of the digital hub on Tonoas, Federated States of Micronesia (FSM), together with the UN Resident Coordinator Office (UNRCO). This digital hub will help advance the SDGs by improving livelihoods and resilience through economic diversification and digital transformation in the five Micronesian countries. The launch of the digital hub was followed by meetings with the Department of Health, Department of Education, and Department of Transportation, Communications & Infrastructure in Pohnpei, to discuss the next steps for the initiative.

The ITU Regional Office for Asia and the Pacific, the Government of Fiji, and the United Nations Office for Project Services (UNOPS) organized the Smart Classroom Opening in Rotuma, Fiji, which was officially launched by the Deputy Prime Minister and Minister for Trade, Co-operatives, Micro, Small and Medium Enterprises, and Communications of Fiji. This was part of the implementation of the UN Joint Programme, Advancing the SDGs by Improving Livelihoods and Resilience through Economic Diversification and Digital Transformation. As part of the event, a demonstration on AI application solutions was presented by the Asian Institute of Technology that was attended by the Deputy of Prime Minister of Fiji, with active participation from school students and teachers in Rotuma.
Statistics: Americas
BDT, in collaboration with the Dominican Institute of Telecommunications (INDOTEL) and the National Statistics Office (ONE) of the Dominican Republic, with financial support from the European Union, organized a regional workshop from 8 to 10 April in Santo Domingo, Dominican Republic, to promote and measure Universal and Meaningful Connectivity (UMC). Participants discussed integrating UMC into digital policies, enhancing collaboration between policymakers and statisticians, and strategies to overcome measurement challenges.

RDF/RPM: Africa
The Regional Preparatory Meeting (RPM) for Africa was held from 8 to 9 April in Nairobi, Kenya. It was an opportunity for participants to gain insight and detailed reporting on the ongoing implementation of the Kigali Action Plan and propose the next Regional Initiatives in the area of information and communication technology (ICT) development strategies in the Africa region.
The meeting was preceded by a Regional Development Forum (RDF) on 7 April, during which several announcements were made, underlining the importance of stakeholders’ commitment towards the implementation of the Regional Initiatives.

RPM/RDF: Americas
The Regional Preparatory Meeting (RPM) for Americas was held from 1 to 2 April in Asunción, Paraguay. It was an opportunity for participants to gain insight and detailed reporting on the ongoing implementation of the Kigali Action Plan and propose the next Regional Initiatives to be submitted to the next ITU World Telecommunication Development Conference (WTDC-25) and consider priority ITU-D topics.
The meeting was preceded by a Regional Development Forum (RDF) on 31 March, during which several announcements were made, underlining the importance of stakeholders’ commitment towards the implementation of the Regional Initiatives.
Capacity development: Asia and the Pacific
The ITU Regional Office for Asia and the Pacific, in collaboration with the United Nations Capital Development Fund (UNCDF), conducted a joint visit to a community in the remote Huahereng village, located in the Yangoru Sausea district of East Sepik Province. The visit was to conduct an assessment of the resource center and financial access point. The Regional Office conducted an information awareness campaign focused on digital transformation, Government to Citizen (G2C) services, online marketing, the significance of the resource center, online security, digital financial literacy and online payments within the community. This information campaign enhanced financial literacy and understanding of financial services, including savings and personal financial management. It also deepened understanding and recognition of the enabling role of digital technologies, identifying the gaps and barriers that constrain farmers and Macro, Small and Medium Entreprises (MSMEs) from using ICTs in their agri-businesses, and exploring solutions using relevant and available tools, processes, and systems.

The ITU Regional Office for Asia and the Pacific, under the European Union-funded Programme for Support to Rural Entrepreneurship, Investment and Trade in Papua New Guinea (EU STREIT), conducted a three-day Workshop on Management, Business Planning and Application of Resource Centers for Sustainability at Don Bosco Secondary school in Vanimo, West Sepik Province, Papua New Guinea. The main achievements of the workshop were to support participants in implementing the sustainability business plan and effectively managing resource centers, to provide orientation on the Learning Management System (LMS) platform, online marketing, Management Information Systems (MIS), and Government to Citizens (G2C) Services.
This training was also held in Brandi Secondary school in Wewak.
Digital Services and Applications: Asia and the Pacific
The National Digital Strategy for Fiji was launched in Suva by the Ministry of Trade, Co-operatives, Micro, Small and Medium Enterprises, and Communications, with participation from the ITU Regional Office for Asia and the Pacific. The strategy aims to synergize designs and initiatives for an inclusive, sustainable, and future-ready digital transformation. Developed in collaboration with various socioeconomic sectors and societal groups, the strategy reflects their needs and aspirations, aligns with the global sustainability agenda, and supports the National Development Plan 2025-2029 as well as Vision 2050. By focusing on economic growth, social inclusion, enhanced public services, and governance, the strategy positions Fiji as a competitive digital hub and a top investment destination in the Asia-Pacific region.

The Regional Office for Asia and the Pacific presented the Smart Islands initiatives in the Pacific during the “Artificial Intelligence: Asia’s Engine for Growth” webinar, hosted by Telecom Review Asia. The webinar highlighted how AI is revolutionizing telecom services, driving sustainable development, and enhancing technological empowerment across island communities.
Emergency telecommunications: Asia and the Pacific
During the National Consultative Workshop on Early Warnings for All and Anticipatory Action, a 3-day inter-pillar workshop in Kiribati, ITU’s Telecommunication Development Bureau (BDT) presented the draft Core Competency Assessment on warning dissemination and communication in Kiribati for validation, along with a portfolio of services designed to address identified gaps. Participants gave input on the draft gap analysis and shared the challenges they faced in communicating warning alerts. The key activities identified for the roadmap include implementing Cell Broadcast (CB) to enhance the use of mobile early warning systems, adopting the Common Alerting Protocol (CAP), and approving the National Emergency Telecommunications Plan (NETP), among other activities.
