             Rationale /         Buildings can account for a significant proportion of the GHG emissions and

                                 of recycling and composting and are more comfortable for occupants.
                                 Certifications for public buildings can in particular demonstrate what is possible and

                                 Certifications are only acceptable if they are for ongoing building operations and
                                 maintenance. Certifications for design should not be included as the design stage
                                 normally is only 5-10% of a buildings total life cycle impact.
                                 Standards to be included are: BREEAM, LEED, CASBEE, BOMA BEST, BCA Green
                                 Mark, Passive House, etc.
                                 Other standards that are equivalent to the above can be reported.
                                 An improving trend and higher values are considered positive.
             Methodology         Calculate as:
                                 Numerator: Floor area of public buildings with certification to a recognized
