INTRODUCTION/BACKGROUND: The National Security Information System (NSIS) was implemented by Uganda’s Ministry of

Internal Affairs to capture, store and process citizens’ data. The NSIS project registers all Ugandan nationals, and issues national ID
numbers and ID cards. The system was enacted to help enable national security to facilitate the provision of fair and equitable civil
