9. Offers to give out obsolete material from private companies, once reconditioned, to
those countries less involved in global digitalisation, thus favouring foreign direct
investment and the acceleration of the integration process in less developed countries
to ensure their contribution to the fourth industrial revolution;
10. Proposing to send highly educated people abroad in order to provide training for
persons from the country in question who could occupy posts requiring qualifications,
with the creation of public and private organizations to regulate the international
exchange of young talents and qualified workers to fill these jobs.
