1. Where can I r​egister for WTDC?

Registration for WTDC is open. Information on admission and participation is available from the Admission and Registration page . An ITU user account is required to register.

2. How will registration for the Partner2Connect Digital Development Roundtable work?

3. When will registration for the Generation Connect Youth Summit open?

Registration for the Generation Connect Youth Summit is open. The registration link and detailed information on how to register are available from the WTDC website .

4. How can I create an ITU user account to register?

Anybody wishing to set up an ITU user account, may do so from this page .

5. I will most likely not be able to travel to Kigali. How will remote participation at WTDC work and what rights will remote attendees have?

Remote participation will be enabled for WTDC plenaries and committee meetings, as well as for most ad hoc group meetings.

To participate remotely, please register online and indicate on the registration form that you wish to participate remotely. An ITU user account is necessary. If you do not already hold one, you may set up one from this page .

Information on how to access sessions remotely will be available from the WTDC website closer to the date.

6. How can I get a visa for Rwanda? Can I request visa assistance?

Information on visa arrangements is available from the Host Country website, in the Note for Delegates .

7. Will P2C also have remote participation?

Remote participation will be enabled for P2C.

To participate remotely, please register online and indicate on the registration form that you wish to participate remotely. An ITU user account is necessary. If you do not already hold one, you may set up one from this page .

8. Where can I find information on hotels, visas, local transportation and other required information for delegates?

All of this information is available on the Host Country website .

9. Are fellowships available for WTDC, and what is the application process?

Yes, fellowships will be available for WTDC, as per ITU rules: for those countries classified by the UN as developing countries (LDC, SIDS, LLDC) and countries with economy in transition .

Member States are encouraged to select their candidates taking into consideration the inclusion of youths between 18 and 29 years of age. The fellowships awarded for WTDC to young people may be extended upon application to enable their participation in the Generation Connect Global Youth Summit, from 2 to 4 June.

Candidatures must be received by fellowships@itu.int by 22 April 2022, the deadline set in the announcement. The fellowship announcement was included in the letter on organizational arrangements sent to all ITU Member States and to the State of Palestine .

10. How many representatives are suggested to attend per delegation? Would one representative suffice?

The number of delegates or representatives any administration or entity sends to WTDC is entirely the administration or entity's decision. Fellowships are available for certain Member States (please see question on fellowships above).

Although there are no parallel plenaries and committee meetings at WTDC, certain ad hoc meetings may take place in parallel and sending one delegate or representative only may limit the member's physical participation and involvement in the work of the Conference. Of course, in such case members may take advantage of remote participation by delegates not physically present.

11. How do I arrange for a High-Level Policy Statement for my Minister or my CEO?

The ITU Partner2Connect Digital Development Roundtable, scheduled to take place on 7-9 June 2022, during WTDC, will offer ITU-D Members and other stakeholders an opportunity to engage in high-level discussions around the challenges and opportunities related to digital development, make concrete pledges, and forge new partnerships. The Roundtable will comprise high-level panels on topics related to digital development and in line with the Focus Areas of the Partner2Connect Digital Coalition. Ministerial/Chief Executive level attendees are invited to participate in the Roundtable high-level panels and make a 3-minutestatement, ideally in the form of pledges that will advance progress to achieving digital development for all.

In order to secure a speaking slot at the high-level panels of the P2C Digital Development Roundtable, please fill out the form here . Assignment of speaking slots at the high-level panels and the order of speakers will be determined on selected slot/session preference, the type of P2C pledge being made, and other criteria such as geographic and gender balance, as well as physical presence. As the conference will be physical with a robust virtual component, and to facilitate proper planning and an optimal assignment of speaking slots, we kindly request you to fill out the form no later than 29 April 2022. If you have any questions on the P2C Roundtable, please contact the P2C Secretariat at: partner2connect@itu.int . Please note that virtual interventions will be possible, though these should be live to preserve the dynamic nature of the roundtables.

12. What arrangements will be put in place to address the risk of Covid-19?

All information provided by the host country on mitigation measures for COVID-19 is available on the Note for delegates .

13. How will the structure and leadership of WTDC be determined? When will we address Conference Chairs etc.?

· The draft structure of the conference was agreed by TDAG at its May 2021 meeting ( document TDAG-21/17 ). It will be further submitted to the Heads of Delegation meeting and then to the first plenary, for approval.

· H.E. Ms Paula Ingabire, Minister of ICT and Innovation of Rwanda and Chair of this IRM is the Chair-designate of the Conference, nominated by the Host Country, per ITU custom;

· ITU is engaging with RTOs regarding the posts of conference committee chairs and conference vice-chairs, based on the agreed draft conference structure.

14. My delegation wishes to host a social event, has the calendar and information on hosting social events been posted?

The possibility of hosting social events is available. If your delegation is interested, please contact protocol@itu.int.

A calendar on social events will be available on the WTDC website .

15. How to submit a contribution to WTDC?

o Proposals should be prepared using the Conference Proposals Interface available from the Documents page ( user guide here ) (ITU user account with TIES access required).

· Contributions should be submitted to the WTDC Docs Control team via the Conference Proposals Interface or via email ( wtdc.documentcontrol@itu.int ), by an authorized representative of the submitting organization(s) (ITU user account with TIES access required).

· Submitting contributions using CPI and following the guidelines available on the Documents page enable the secretariat in ITU Headquarters to carry out its work in a more efficient and effective manner and avoid extra costs with respect to the budget of the conference. In addition, it reduces the processing time for contributions.

16. Are contributions available on the web once submitted?

All membership contributions are posted " as received " , for immediate access.

Once processed, they are also posted on the All Documents webpage of the WTDC website. Some documents may be available only to the holders of ITU user accounts with TIES access.

17. Can I see the proposals that other Members have submitted to the conference?

The proposals contained in contributions are available for Membership to peruse on the Proposals Management Web .

18. I am trying to download a document and it asks for a TIES password. What is this password and how can I get it?

Some documents are posted with public access, while others have their access restricted to holders of ITU user accounts with TIES access rights. This applies to all in-conference documents and to some inputs to the Conference, depending on the submitter's wishes.

Any participant to the conference, with a duly approved registration, is entitled to TIES access rights on their ITU user account for the duration of the Conference.

If you are a Member, you can logon to your ITU user account from this page and select the 'Request TIES' option from the menu. The TIES focal point in your administration/entity will need to approve the request.

If you are not a Member, please send an email to wtdc@itu.int.

19. I want to submit a contribution to WTDC and would like it to be published with public access. What should I do?

Unless otherwise indicated, contributions to WTDC are posted with TIES-restricted access. Submitters of contributions to WTDC have the right to request that their document be posted with public access. To do so, once your contribution submitted on the system (please see question above), please send an email to wtdc-documentcontrol@itu.int to request the public access.

20. Where may I find information on the delegation of voting rights at WTDC?

Information is available on the website, at this link .

21. I am not an English Speaker. Will there be interpretation so I can follow easily?

Yes, WTDC plenaries and committee meetings will have simultaneous interpretation into the six ITU official languages (Arabic, Chinese, English, French, Russian and Spanish).

The P2C Digital Development Roundtable will also have simultaneous interpretation into six languages for all its plenary sessions.

22. I am hard-of-hearing and find it difficult to follow events. Is captioning going to be provided?

Yes, captioning will be provided for all plenary and committee meetings.

23. My company/organization is interested in having a stand in the exhibition area, if there is one. Who can I contact to obtain information about it?

24. Is it possible to organize a side/partner event at WTDC?

ITU will not organize any official side events/partner events at WTDC​. Members and other stakeholders wishing to host other events within the margins of, may do so either through the arrangements of social events, or as partner events hosted outside WTDC.

Partner events will be considered outside the official WTDC agenda and Time Management Plan to minimize disruption. They will not be part of the official calendar but will be listed on the website as “partner events". ITU will not be responsible for any organizational arrangements of these events. Organizations/Member States planning to host partner events should advise ITU Protocol at protocol.service@itu.int , who will take note of these events and direct the organizer to the appropriate Host Country focal point. ​


25. How can I book a room for my delegation’s meetings?

Meeting rooms within the Conference premises at the KCC will be managed by the ITU secretariat. Delegations wishing to reserve a room are requested to contact the Room Reservations Service at conf-logistics@itu.int. Requests will be processed on a first-come, first-served basis.

Important information: Meeting facilities at WTDC are primarily reserved for the work of the Conference and due to the limited number of meeting rooms, and in trying to be fair to all participants, the following terms and conditions will apply:

  • Requests will be processed on a first-come, first-served basis and are restricted to 2 non-consecutive slots of 1.5 hours per day, per delegation;
  • Meeting rooms cannot be booked to serve as working space or office suites;
  • When processing the requests, the following order of precedence will apply:
    1. Committees of the WTDC and their working/drafting groups;
    2. Member States and Regional Organization;
    3. Other Entities.

Therefore, please take note that a reservation made in advance could be cancelled and rescheduled as and when necessary according to the number of requests received and their nature.
