Summary: The purpose of this document is to provides guidelines on interoperable data formats of verifiable credential for providing interoperable decentralized identity system (DIS). Digital identity credentials are currently issued in two main data formats: ISO mDoc, which uses CBOR/COSE for mobile IDs such as driver’s licenses, and W3C Verifiable Credentials (VCs), which use JSON-LD or JWT for web and decentralized ecosystems. Because these standards use different data models, serialization formats, and signature methods, direct interoperability is not possible. Interoperability is needed to allow government-issued IDs to be reused in online and enterprise systems, enable cross-ecosystem credential use, and support regulatory frameworks. It also promotes ecosystem convergence, allowing credentials to work across W3C and ISO systems without creating siloed environments. Standardizing the mapping of data fields, conversion of proof formats, serialization bridging, transport protocols, and wallet support ensures that digital credentials are secure, reusable, and compatible across multiple platforms.
