Summary: The foundation model-based intelligent video surveillance (FM-IVS) system is a multimedia system that integrates foundation models with computer vision technologies to enable real-time, intelligent analysis of large-scale video data. By leveraging state-of-the-art deep learning algorithms, the system provides key capabilities such as cross-modal joint reasoning, dynamic scenario adaptation, and high-reliability decision-making. Through multimodal data fusion, the FM-IVS system effectively reduces false alarm rates and enhances overall monitoring reliability. It supports risk prediction and offers proactive early warning mechanisms based on contextual semantic associations. Moreover, the system possesses continuous self-learning capabilities, allowing it to adapt to new scenarios and iteratively improve the accuracy, robustness, and adaptability of its identification and reasoning functions. The FM-IVS system integrates multiple video surveillance functions within a unified framework to meet the requirements of complex and dynamic environments. It also supports the generation of natural language reports, significantly reducing manual monitoring workload and improving operational efficiency. This Recommendation specifies the requirements and framework for the FM-IVS systems, and provides related concepts, use cases, and application scenarios. This Recommendation is intended to guide the design, development, implementation, and application of related systems or products of FM-IVS.
