Summary: The rapid evolution of artificial intelligence has catalyzed a paradigm shift from isolated intelligent agents to collaborative multi-agent systems, enabling its applications in domains such as smart manufacturing, smart cities, and autonomous driving. However, the absence of standardized technical frameworks for agent interoperability has led to heterogeneous architectures, incompatible communication, and inconsistent semantic interpretations across platforms. This fragmentation leads to significant challenges, including high integration costs, limited reusability, and barriers to cross-system collaboration, impeding the scalability and trustworthiness of AI agent ecosystems. To overcome these challenges and enable a truly open, interconnected, and secure multi-agent ecosystem, there is an urgent need for a globally recognized technical standard that establishes clear requirements for foundational components, interoperability mechanisms, and application-level interactions among AI agents. This recommendation specifies the technical requirements for agent interoperability, coveringincluding foundational elements, interoperability technologies, and agent applications.
