Summary: Recommendation ITU-T Y.4904 provides a smart sustainable cities maturity model (SSC-MM). This model helps cities in identifying goals, levels and key metrics that are recommended for effectively assessing their current situation and determining critical capabilities needed to progress toward the long-term goal of becoming smart sustainable cities (SSCs). The SSC-MM defined five maturity levels: planning, alignment, development, integration and optimization, to guide the cities through different development levels. However, there are still cities, especially in the global south, that have various challenges and use old technologies (such as 3G or 4G). These cities have lower development indices and encounter issues that are no longer prevalent in developed countries. To address this reality and to enable a more inclusive approach in Recommendation ITU-T Y.4904, Draft revised Recommendation ITU-T Y.4904-rev aims to include a new clause, called “pre-maturity model”. This inclusion provides more granularity for cities, enabling a more inclusive approach and facilitating efficient SSC-MM implementation, regardless of their size, diversity and development stage.
