Summary: This draft Recommendation addresses rain attenuation as a critical challenge for resilient smart city communications. Existing standards (e.g., ITU-R P.838-3) provide generic models but lack the spatial and temporal granularity needed for city-level deployment, especially in diverse climates. To address this, the draft Recommendation proposes a multi-layer IoT-based architecture that captures localized attenuation data, performs edge analytics, and integrates results into smart city dashboards. It defines the functional architecture and key requirements for real-time monitoring, predictive analysis, and incorporation of meteorological data into network planning, thereby improving resilience and continuity of communication systems in high-precipitation environments.
